This disciplinary action stems from historical breaches of financial regulations that occurred during the tenure of former owner Roman Abramovich.
Investigation Uncovers Undisclosed Payments
The Premier League's investigation focused on a period spanning from 2011 to 2018, revealing that Chelsea made undisclosed payments to agents, non-licensed intermediaries, players, and other third parties. These transactions, which were not reported to football regulatory authorities at the time, involved signings such as Samuel Eto'o, Eden Hazard, and Willian. The league determined that these payments should have been treated as club expenditures, constituting a breach of good faith requirements.
Mitigating Factors and Self-Reporting
In reaching a settlement, the Premier League acknowledged Chelsea's exceptional cooperation throughout the inquiry. The club's current ownership, BlueCo, which acquired Chelsea in May 2022, voluntarily disclosed these historical infractions. This self-reporting was cited as a significant mitigating factor, preventing more severe sporting sanctions like a points deduction. The suspended first-team transfer ban will remain in effect for two years, only being activated if further breaches occur.
Academy Ban and Ongoing Scrutiny
The immediate nine-month academy transfer ban restricts Chelsea from registering youth players previously affiliated with other Premier League or English Football League academies. However, it does not affect current squad members, international signings, or players registering on professional terms. Additionally, Chelsea still confronts potential penalties from the Football Association regarding 74 charges related to agent regulation violations.
