GP with 'Sexually Motivated' Exams Worked in Bootle, Became Coach

A general practitioner who began working in Bootle in 2022 had previously performed 'sexually motivated' examinations on two female patients in Scotland. Earlier this week, a tribunal found that Dr Matthew Jones touched two women intimately during those consultations without clinical justification.

Background of the Case

Before the conclusion of the hearing, Dr Jones had already admitted to three allegations related to his time at St Margaret’s Hospital in Auchterarder. These included taking 'explicit photographs' of himself, exposing his genitals, including one showing him in a state of arousal in front of a sex toy.

The tribunal covered the period between January and December 2015, when Dr Jones worked in Scotland under the name Matthew Adam. Allegations from that time led to a hearing at the Medical Practitioners Tribunal Service (MPTS) in February this year, which determined his interactions with two women constituted serious professional misconduct.

Investigation by the Liverpool ECHO

The Liverpool ECHO was first alerted to the possibility of Dr Jones working at Park Street Surgery in Bootle when a concerned member of the public contacted them in late January after reading a Daily Record report. The article detailed some allegations against Dr Jones relating to his time in Scotland and included a photograph of him.

After reviewing other Daily Record articles, the ECHO found a March 2021 report about a case at Glasgow High Court involving allegations that a doctor had repeatedly groped a patient. That case involved Dr Matthew Adam, who was later found not guilty of two charges of sexually assaulting two female patients. According to MPTS documents, Dr Matthew Adam legally changed his name to Matthew Jones three days after the conclusion of his trial in Glasgow.

Employment at Park Street Surgery

After learning of his possible employment at Park Street Surgery, the ECHO confirmed that the Dr Jones who appeared before the MPTS was the same Dr Jones listed on the surgery's 'meet the team' page. Both sources confirmed he graduated from the University of Liverpool in 2009.

In February, the ECHO contacted the General Medical Council (GMC), MPTS, and NHS England but were told only information published by the MPTS hearing was available. Documents showed Dr Jones was working in Liverpool but did not specify which practice.

The ECHO can now report that Dr Jones started working at Park Street Surgery in April 2022, three years after the GMC launched an investigation into his fitness to practice and two years after the GMC imposed restrictions on him. These restrictions prevented Dr Jones from carrying out 'any intimate and/or abdominal examination of female patients' without a chaperone, except in life-threatening emergencies. He was required to notify management, senior leadership, and his 'responsible officer' of these restrictions, which also included obtaining GMC approval before starting work in a non-NHS and non-clinical post.

Transition to Life Coaching

Dr Jones left his post at Park Street Surgery in October last year. However, one month before his departure in September 2025, the ECHO found a Facebook page called 'Matthew Jones Life Coaching'. The first post on September 18 stated: 'I'm Dr. Matthew Jones - a GP turned life coach. After years of working with people from all walks of life, I know how hard it can be to juggle everything.' It added: 'Book your FREE introductory consultation today and take the first step toward a healthier, calmer, more confident you.'

Many posts on the page featured motivational quotes, but several showed Dr Jones working with community organisations across the North West of England, including two women's wellbeing groups. The page was visible until the day the ECHO published its report about Dr Jones being struck off. Shortly after the article went online, the Facebook page was no longer visible and appeared to have been taken down.

Public Concerns and GMC Response

Since then, the ECHO has seen comments on social media questioning how Dr Jones was able to continue practising while subject to serious allegations and whether his patients were informed. People also questioned whether Dr Jones examined female patients during his time in Bootle and what safeguarding policies were in place.

The ECHO put these questions to the GMC, including concerns about the time between the 2015 incidents and the tribunal's decision to strike off Dr Jones. The tribunal concluded earlier this week (June 9), imposing an immediate order of suspension and erasing Dr Jones from the medical register.

In its determination, tribunal chair Nessa Sharkett said: 'The Tribunal was satisfied that these actions represented a serious abuse of Dr Jones’ professional position. Patients are entitled to expect that examinations are clinically justified, conducted with proper consent and carried out in a professional manner. The conduct found proved fell seriously below the standards expected of a registered medical practitioner.'

The ECHO also highlighted a report published last year by the Royal College of Surgeons of England stating that the system for handling alleged sexual misconduct by doctors is in 'urgent need of reform'.

A GMC spokesperson said: 'We acted swiftly after concerns were raised, opening an investigation and referring Dr Jones to an interim orders tribunal. Restrictions were imposed on his practice and remained in place throughout the fitness to practise process until he was struck off. Our role is to protect patients, and we will take action where there are concerns about a doctor's fitness to practise.'

Response from Park Street Surgery

The ECHO also followed up with Park Street Surgery representatives about safeguarding concerns during Dr Jones' tenure. They did not offer a response by the time of publication but previously told the ECHO: 'Dr. Matthew Adams is not employed at the Practice and was previously employed between April 2022 and October 2025 under the restrictions imposed by GMC, and also under the supervision of his NHS England appointed Responsible Officer following his acquittal by the High Court of Justiciary in Glasgow in 2021. We were aware of historic allegations against [Dr Jones] dating back to 2015 that predated his employment, but during his employment with us we had no cause of any concerns.'
