Parents Demand Criminal Prosecution of Nursery Chain After Paedophile Teacher Abuse

Parents who entrusted their children to the Bright Horizons nursery chain have demanded criminal prosecution of the company following the conviction of paedophile teacher Vincent Chan. Chan, who worked as a room leader at the West Hampstead branch on Finchley Road, sexually assaulted girls as young as three years old while filming the abuse.

Horrific Crimes and Lengthy Sentence

The 45-year-old was sentenced to 18 years imprisonment on Thursday after admitting to 56 separate offences. His crimes included sexually assaulting nursery children while recording the acts, downloading tens of thousands of indecent images of children, upskirting girls at a primary school where he previously worked, and secretly filming women in toilets and bathrooms using hidden cameras.

Chan first came to police attention in 2024 when he was accused of bullying a boy in his nursery class. Officers discovered he had filmed the young child drifting off to sleep while eating before shouting loudly to startle him awake. During their investigation, police searched Chan's electronic devices and uncovered evidence confirming he was a predatory paedophile.

Parents Express Shock and Anger

The parents of the boy featured in the bullying video described feeling "shocked" and "in disbelief" when they learned about the sexual abuse charges. They reported facing nearly two weeks of silence from Bright Horizons management after the video of their son being bullied by Chan was uncovered, calling the nursery's initial response "clumsy" and "incompetent."

After eighteen months of searching for answers, these parents now want the nursery itself to become the focus of a separate criminal investigation. They are also calling for a nationwide review of nursery safeguarding practices and child safety protocols across the early years sector.

Systemic Safeguarding Failures Alleged

"Their safeguarding system has really failed," stated the mother of the bullied child. "There were signs – concerns raised internally by parents – and they were not picked up. And then when they were, we feel they weren't taken seriously enough or not acted upon."

The father suggested Chan is being publicly portrayed as a "lone wolf," but parents of children who attended the nursery believe staff and managers may share culpability. He noted that another staff member can be seen going about their work in the video Chan took of his son being bullied.

"If he felt comfortable recording that behaviour, and staff members in the room witnessed it and didn't feel like they should come forward and say something, that really tells me something about the culture and about safeguarding practices we believe weren't there," he explained.

Abuse Occurred in Plain Sight

The father revealed that the sexual abuse of some girls occurred in a central room at the nursery where mattresses were laid out for nap time. This room had windows on two sides and a door with a glass partition, making the abuse particularly brazen.

"He was able to bully children in plain sight with other people present in the room, and he was able to sexually abuse children in a room full of other kids," the father said. "He felt comfortable recording that behaviour on the nursery iPad. There were so many compounding failures that someone needs to be held to account."

Legal Action and Lasting Trauma

A group of parents whose children attended Bright Horizons have hired lawyers at Leigh Day to pursue a civil claim for damages against the nursery chain. The boy whose parents spoke to reporters is not among Chan's sexual abuse victims, but has suffered significant psychological harm.

"We really noticed a drastic change in his behaviour," the mother revealed. "He began screaming and crying before nursery, asking anxiously, 'Is the nursery open today?' He would cling to our leg when we walked into the room, really not wanting to let go."

She described how her son has transformed from a "very bright, social, confident boy" to being "inward" and even suffering physical ill-health as a result of the trauma. "We're starting to see a little bit more of that confidence growing, but he's really struggled," she added.

Police Review and Corporate Response

Initial charges of child cruelty were not pursued against Chan after the sexual offending came to light. Parents challenged this decision, and this week they were informed that the Metropolitan Police will send an evidence file to the Crown Prosecution Service to determine if further charges could be brought.

Following Chan's sentencing, Leigh Day solicitors called on Camden Council to investigate whether Bright Horizons is responsible for health and safety failings, stating: "We believe their safeguarding failures created the perfect hunting ground for a predator."

Nursery Chain's Statement

Bright Horizons issued a statement acknowledging the distress caused to families: "This is a distressing time for families and all those impacted by Vincent Chan's horrific crimes and our thoughts are first and foremost with them. Keeping children safe is our most important responsibility. Vincent Chan broke that trust."

The company stated that Chan's actions came to light because a staff member raised concerns and followed internal escalation procedures. They claimed to have then escalated the matter externally to the local authority and Ofsted while cooperating with police throughout their investigation.

Bright Horizons emphasized their "extensive safeguarding practices and training requirements" and noted that all staff undergo "rigorous recruitment screening and reference checking" along with regular training. The company has brought forward internal safeguarding audits and engaged an external expert to review practices.

"We are committed to understanding what happened so that we can learn from this terrible episode," the statement concluded. "We support the Child Safeguarding Practice Review and hope that it will be beneficial for families, for us as a provider and for the early years industry as a whole."
