Former Police Officer Receives 14-Year Sentence for Child Exploitation Offences

A retired police officer has been handed a substantial prison term after admitting to filming a young girl in a private setting and amassing a significant collection of indecent child images. John Bishop, aged 88, was sentenced at Liverpool Crown Court following a disturbing case that revealed systematic abuse of trust.

Disturbing Discovery and Investigation

Law enforcement authorities initiated an investigation after receiving intelligence that a Microsoft account associated with Bishop's IP address had uploaded inappropriate material online. This led to the execution of a search warrant at his residence in Roby, Liverpool, on November 20, 2024.

During the search, officers confiscated eight electronic devices. Subsequent forensic examination revealed that two devices—a Samsung mobile phone and a personal computer—contained extensive collections of illegal imagery. Prosecutors detailed that the materials included 26 category A images and videos, representing the most severe forms of child abuse, alongside two category B images and 243 category C images.

Personal Violation and Victim Impact

Most alarmingly, fourteen of these images were identified as having been created by Bishop himself in 2017, depicting a primary school-aged girl using toilet facilities. This represented a profound violation of the child's privacy and safety.

The victim's father delivered a powerful statement in court, describing Bishop as "a sick minded individual" and declaring his actions "the vilest thing a person can do." He directly addressed the defendant: "You disgust me. I hope the shame eats you up inside for the rest of your life." The statement emphasized the ongoing trauma experienced by the young victim and her family.

Defendant's Background and Unconvincing Explanations

Bishop, who served in the police force for three decades before retirement, presented what the court found to be implausible explanations for his activities. During police interviews, he denied any sexual interest in children, claiming instead that he had turned to the internet for guitar lessons following a cancer diagnosis. He suggested the illegal materials had "popped up" during searches for unrelated topics such as construction equipment.

Defense counsel Emily Land highlighted Bishop's age, lack of prior convictions, and community involvement, including assistance provided to elderly neighbors. She noted his diagnoses of depression and cancer, arguing for rehabilitation rather than imprisonment. However, these mitigating factors were weighed against the gravity of the offences.

Judicial Sentencing and Additional Measures

Judge Stuart Driver KC acknowledged Bishop's age, medical conditions, and previously clean record, but emphasized the severity of the voyeurism and image creation charges. The judge stated: "They were a gross intrusion into the life of a seven-year-old child that was planned, deliberate and exploitative. Appropriate punishment can only be achieved by immediate custody."

In addition to the 14-year prison sentence, Bishop received a 10-year restraining order and a sexual harm prevention order of equal duration. He will also be required to register as a sex offender for the next decade, ensuring ongoing monitoring and restrictions.

The case has raised serious questions about abuse of position and the hidden nature of such crimes, particularly when committed by individuals with law enforcement backgrounds. The sentencing reflects the court's determination to address both the specific harm caused to the victim and the broader societal danger posed by such offenders.
