The Proposal Details
The independent Parliamentary Advisory Council for Transport Safety (PACTS) presented the proposal to the House of Commons Transport Select Committee. Alongside advocating for blanket 20mph zones to reduce signage costs, the advisory body declared support for slashing national speed limits by 10mph. However, Auto Express reports that regarding dual carriageways, the reduction from 70mph to 60mph would apply "where the infrastructure would not support the survivability of people travelling at those speeds if they were involved in a collision."
Benefits of 20mph Zones
PACTS executive director Jamie Hassall emphasized the need to reframe the debate, stating, "It's about getting everyone in the country to understand what the benefits are." These benefits include helping children travel to school more safely, a measure he noted the public broadly supports.
Historical Context
This is not the first time speed limit reductions have been considered. Following the war in Iran, which drove oil prices to their highest since the Ukraine war, suggestions emerged that drivers should travel at slower speeds. The Institute for Public Policy Research (IPPR) even proposed lowering speed limits to assist motorists, though the measure never materialized. Instead, the think tank suggested advising the public on economical driving. Senior economist William Ellis told the Guardian, "The UK cannot afford to sit back and let another energy shock drive up inflation and damage the economy."
While car manufacturers continuously improve vehicle safety through crumple zones, airbags, and seating, speed remains a critical factor beyond their control. The faster a vehicle travels at impact, the greater the energy and likelihood of serious injury. Speed limits exist globally to address this risk, and recent years have seen 20mph zones emerge in UK villages, towns, and cities where hazard levels are high.
