Adult Disability Payment Claims Take 12 Weeks to Process

New claims for Adult Disability Payment (ADP) in Scotland can now take up to 12 weeks to process, according to recent figures from Social Security Scotland. As of the end of April, 504,710 people were receiving additional financial support through ADP.

Claimant Statistics

Of these claimants, 194,245 (38%) were new applicants, while 310,465 (62%) had their Personal Independence Payment (PIP) award transferred from the Department for Work and Pensions (DWP) system to Social Security Scotland. The average processing time for a new claim is now 62 working days, just over 12 weeks. This means that individuals submitting a new claim this month could expect a decision by mid-September, though some applications may take shorter or longer.

Payment Rates and Components

Similar to PIP, ADP is a non-means-tested benefit that provides between £30.30 and £194.60 per week to people with disabilities, long-term illnesses, or physical or mental health conditions. The benefit consists of two components: daily living and mobility. The daily living component pays a standard rate of £76.70 per week and an enhanced rate of £114.60 per week. The mobility component offers a standard rate of £30.30 per week and an enhanced rate of £80.00 per week.

Application Process

The ADP application process has two parts. Part 1 involves submitting personal details and GP information. Part 2 is a condition questionnaire that must be completed within eight weeks of Part 1 to ensure backdating of payments to the date Part 1 was submitted. If Part 2 is submitted after the eight-week window, the entitlement start date may be later, unless there is a good reason for the delay, such as hospitalization.

Common Health Conditions

The most common category of primary disabling conditions among ADP recipients is Mental and Behavioral disorders, accounting for 41% of cases. This is followed by Diseases of the Musculoskeletal System and Connective Tissue (24%) and Diseases of the Nervous System (7%). Other conditions covered include Circulatory System diseases, Respiratory System diseases, and many more.

Award Duration and Reviews

ADP awards are set with a review date, typically ranging from 24 months to 10 years. Some individuals may receive an indefinite award with no review date if their needs are highly unlikely to change or if they receive the enhanced rate of both components. Payments continue during reviews, and claimants do not need to reapply.

Supporting Information

Social Security Scotland encourages claimants to provide supporting information to speed up the decision-making process. This can include care plans, prescription lists, letters from employers or teachers, and referral letters to specialists. Part 2 of the application also asks about the condition's effects on daily living, mobility, and any medication or treatment.

The Scottish Government estimates that ADP will support 612,000 people by 2028/29, with financial support totaling nearly £4.5 billion.
