The Ukrainian leader reminded the audience that during his Davos address the previous year, he had concluded by stating Europe must learn to defend itself. "A year has passed, and nothing has changed," he lamented, highlighting what he perceives as a frustrating cycle of rhetoric without resolution.

Announcement of Trilateral Peace Talks

Despite his critical tone, President Zelensky did signal potential diplomatic progress during his remarks. He revealed that Kyiv, Moscow, and Washington would engage in their first trilateral peace discussions in the United Arab Emirates on Friday. This development follows President Trump's characterization of his meeting with Zelensky as "very good" and the US leader's repeated assertions that a peace agreement for Ukraine is "close."

Europe's Fragmented Response

Zelensky's wide-ranging reproach extended beyond immediate military support to question Europe's broader geopolitical stance. He implored European leaders to demonstrate greater unity in their approach to Russia and to prove the continent's ability to operate independently from American influence. "Instead of becoming a truly global power, Europe remains a beautiful but fragmented kaleidoscope of small and middle powers," he observed critically.

The Ukrainian president specifically highlighted what he described as "endless internal arguments" within European institutions and "things left unsaid that stop Europe from uniting and speaking honestly enough to find real solutions." Zelensky called upon Europe to exhibit more courage in addressing global challenges independently, particularly when American attention shifts elsewhere. "Instead of taking the lead in defending freedom worldwide - especially when America's focus shifts elsewhere - Europe looks lost trying to convince the US president to change. But he will not change," he stated, adding that "President Trump loves who he is. And he says he loves Europe, but he will not listen to this kind of Europe."

Criticism of Financial Measures

The Ukrainian leader also directed criticism toward the European Union's inability to reach consensus on utilizing frozen Russian assets. Despite acknowledging the bloc's initial action in freezing these assets, Zelensky declared that "Putin managed to stop Europe" when it came to employing these resources for Ukraine's defence. "It is Putin who is deciding how the frozen Russian assets should be used. When the time came to use the assets to defend against Russian aggression, the decision was blocked," he asserted.

Shadow Fleet Interception

Zelensky further questioned why Europe had not taken more decisive action against Russia's shadow fleet of sanctioned oil tankers, contrasting European inaction with Trump's ability to "stop tankers from the shadow fleet and seize oil." Remarkably, within hours of his comments, French naval forces with British assistance intercepted one of Russia's sanctioned shadow fleet oil tankers in the Mediterranean Sea.

French President Emmanuel Macron confirmed that French forces had boarded the vessel with allied support, noting that the ship was subject to international sanctions and suspected of operating under a false flag. "We are determined to uphold international law and to ensure the effective enforcement of sanctions," Macron stated, adding that "the activities of the 'shadow fleet' contribute to financing the war of aggression against Ukraine."

President Zelensky promptly responded to this development on social media, expressing gratitude to France and Macron. "This is exactly the kind of resolve needed to ensure that Russian oil no longer finances Russia's war," he wrote, highlighting the type of concrete action he had been advocating throughout his Davos address.
