Transport Secretary Heidi Alexander has declared that a leaked 28-point peace proposal between the US and Russia concerning Ukraine is not yet ready for implementation, stating it requires significant further development.
Proposal Lacks Sufficient Safeguards
Speaking on Sky News on Sunday 23 November 2025, Alexander acknowledged that certain aspects of the draft could potentially form a foundation for a "just and lasting peace". However, she was quick to temper this optimism with a stark warning.
The minister detailed that the current draft, as it stands, contains several concessions that could leave Ukraine vulnerable in the long term. She stressed that any workable agreement must ensure Ukraine retains its full capacity to defend its sovereignty and protect its civilian population.
UK Stresses Need for Lasting Security
Alexander placed a strong emphasis on the principle that Ukraine must be in a position to defend itself. She argued that securing a ceasefire is only one part of the equation; the ultimate goal must be a durable peace that prevents future aggression.
Her comments underscore the UK government's position that a rushed deal, built on problematic concessions, would be counterproductive. The focus, according to the Transport Secretary, must be on creating conditions for a secure and stable future for Ukraine, where its right to self-defence remains uncompromised.
