Nato secretary general Mark Rutte has issued a stark warning that Ukraine is confronting its "harshest winter" in more than ten years, as relentless Russian airstrikes cripple the nation's energy infrastructure. In a statement to the European parliament, Rutte emphasised the dire humanitarian impact, noting that "Russia is targeting civilian infrastructures and therefore leaving Ukrainians in the cold — without heat, without light and without water." He urged flexibility in the use of EU funds to support Ukraine during this critical period.
Zelensky Confirms US Security Agreement Ready for Signing
Ukrainian president Volodymyr Zelensky has announced that a US security agreement for Ukraine is "100 per cent ready" to be signed, marking a significant development in international backing for Kyiv. This comes amid ongoing trilateral peace talks involving the US, Russia, and Ukraine, which Zelensky described as covering "primarily military, essential to bringing the war to an end" alongside complex political issues. Preparations are underway for further meetings this week.
Mass Power Outages in Kharkiv After Russian Attack
Russian drones and missiles struck Kharkiv, Ukraine's second-largest city, causing widespread power outages affecting 80 per cent of the city and surrounding region. Regional governor Oleh Syniehubov reported that apartment buildings, a school, and a kindergarten were hit, with at least two people injured. He stated, "Our energy system came under attack and there was quite serious damage. All crews are at work to eliminate all the negative consequences quickly." The constant threat of air raids is hampering repair efforts, exacerbating the crisis as temperatures plummet.
Kremlin Emphasises Territorial Demands in Peace Talks
Kremlin spokesman Dmitry Peskov has reiterated that territorial issues remain of fundamental importance to Russia in the ongoing peace negotiations. Peskov confirmed that Moscow views the recent talks in Abu Dhabi as "constructive" and that trilateral discussions will continue. This stance underscores the challenges in reaching a ceasefire or peace deal, with Rutte expressing hope for a swift resolution to prevent future attacks by Vladimir Putin.
Additional Incidents and International Responses
In other developments, Russian drones struck a high-rise building in Kryvyi Rih, Zelensky's hometown, triggering a fire. Meanwhile, a Ukrainian drone attack in Russia's Belgorod region reportedly killed one person, though this remains unverified. On the international front, France detained the captain of a suspected Russian "shadow fleet" tanker for violating sanctions, and Ukraine welcomed the EU's 2027 ban on Russian gas imports, with energy minister Denys Shmyhal calling it vital for European security.
UNESCO World Heritage sites in Kyiv have also suffered damage, with the Kyiv-Pechersk Lavra National Reserve impacted for the first time since World War II, highlighting the cultural toll of the conflict. As winter deepens, the combined assault on energy and civilian targets poses severe risks to Ukraine's resilience and humanitarian conditions.
