The Trump administration has been covertly developing a comprehensive peace strategy with Russia to end the ongoing conflict in Ukraine, according to explosive new reports emerging from Washington.

Washington has been secretly formulating a 28-point plan with Moscow aimed at bringing the devastating war in Ukraine to a conclusion. The extensive proposal, first reported by Axios, would address multiple critical areas including security guarantees, European security architecture, and future relations between the United States, Russia, and Ukraine.
This initiative represents a fresh attempt by the US to broker peace between Moscow and Kyiv after several previous diplomatic efforts collapsed in recent months. The timing is particularly significant as Russian forces continue to make incremental advances along various front line positions while intensifying missile and drone attacks against Ukrainian urban centres and energy infrastructure.
Key Players and Diplomatic Movements
Trump's special envoy, Steve Witkoff, has reportedly discussed the proposed settlement with Russian representative Kirill Dmitriev and Volodymyr Zelensky's security adviser Rustem Umerov, according to officials from both Washington and Kyiv.
The peace framework appears to draw inspiration from Trump's earlier Gaza ceasefire plan, which successfully halted active warfare in October though it failed to completely end violence in the region. Both Hamas and Israel have subsequently accused each other of violating that agreement.
In a parallel development signalling Washington's renewed commitment to resolving the conflict, the US has dispatched two senior Army officials – Army Secretary Dan Driscoll and Army Chief of Staff General Randy George – on an unannounced wartime visit to Kyiv. This marks a rare occurrence of Trump administration officials travelling to Ukraine during active hostilities.
The military leaders are scheduled to meet with President Zelensky, senior Ukrainian commanders, and lawmakers in an effort to revive stalled peace negotiations with Russia. This strategic shift suggests Washington believes Moscow might respond more favourably to military representatives.
The peace push comes amid a complex diplomatic backdrop. Russia's Foreign Minister Sergei Lavrov recently expressed readiness to meet with US Secretary of State Marco Rubio to discuss improving bilateral relations. This followed reports suggesting Lavrov had been sidelined by Putin after failing to secure a peace summit with Trump.
Lavrov and Rubio spoke by telephone on 20 October to discuss a potential summit, but according to the Financial Times, their conversation apparently deterred Washington from pursuing the meeting. The following day, Trump stated he didn't want to hold a meeting that would be "a waste of time," later explaining he cancelled because it "just didn't feel right."
A highly anticipated meeting between Trump and Putin in Alaska last August similarly failed to deliver any breakthrough in achieving peace, leaving the conflict unresolved.
Escalating Violence and Western Support
The diplomatic manoeuvring occurs against a grim military reality. Just last night, Russia launched a massive air assault on Ukraine, firing 518 drones and missiles at targets across the country, including western regions previously less affected by direct attacks.
