Prime Minister Reaffirms UK's Steadfast Support for Ukraine on Fourth War Anniversary

Prime Minister Sir Keir Starmer has pledged that the United Kingdom will stand with the people of Ukraine for "as long as it takes", delivering a powerful address to Cabinet on the fourth anniversary of Russia's full-scale invasion. In his remarks, Sir Keir directly criticised Russian President Vladimir Putin for blocking the path to a just and lasting peace.

Conflict's Direct Impact on British Households

The Prime Minister emphasised that this is not a distant conflict, but one fundamentally about freedom, democracy, and national sovereignty. He highlighted the tangible impact on British families, noting that energy prices remain 40% higher than before the invasion began in February 2022.

"Every family is feeling it," Sir Keir stated. "How and when this conflict ends is going to affect everybody in the United Kingdom for a very long time, which is why it is so important we make sure that it's a just and lasting peace." He placed the blame squarely on the Kremlin, asserting that "it is Putin who is standing in the way" of that outcome.

Major New Sanctions Package Announced

The Cabinet meeting coincided with the UK government announcing a sweeping new package of sanctions designed to cripple the financial underpinnings of Putin's war machine. The measures target:

  • The giant pipeline company PJSC Transneft.
  • 175 companies and 48 oil tankers involved in "shadow fleet" operations that circumvent restrictions to supply Russian exports globally.
  • Firms providing components for Russian drones, banks, and entities in the nuclear power and gas industries.

In total, almost 300 new sanctions were imposed. Sir Keir described these measures as "essential in terms of weakening the ability of Russia to continue with this aggression."

Personal Reflections on Ukrainian Suffering

The Prime Minister shared three personal impressions from his visits to Ukraine, painting a stark picture of "four long years of suffering."

  1. He recounted visiting Bucha near Kyiv early in the war, witnessing the sites where Ukrainian civilians were executed.
  2. He described seeing horrific, unprecedented burns on soldiers at a busy Kyiv hospital last year.
  3. He spoke of meeting young primary school children, aged five to seven, who had lost both parents to the conflict.

The door to 10 Downing Street was decorated with a wreath in Ukraine's blue and yellow colours, designed by artist Yulia Borysenko, as a mark of solidarity.

Political and Military Assessments

Defence Secretary John Healey told the Press Association the war represented "four years of failure for Putin," noting Russia has fought in Ukraine longer than the Soviet Union fought Germany in World War II. He expressed a shared goal with Ukrainian President Volodymyr Zelenskyy to make 2026 the year the war ends.

In the House of Commons, Speaker Sir Lindsay Hoyle affirmed that MPs "have always stood with the people of Ukraine."

Western Analysis Points to Russian Strain

Western officials provided a significant assessment suggesting Russian forces are now facing a sustained manpower deficit. They estimate:

  • Between 30,000 and 35,000 Russian soldiers are recruited monthly.
  • However, the number killed over the past three months is believed to have exceeded recruitment.

This marks the first sustained period in the four-year war where Moscow's battlefield numbers are falling, which analysts believe will significantly impact the Kremlin's ability to "generate offensive power" for any planned spring or summer offensive.

The meeting was also notable as Cabinet Secretary Dame Antonia Romeo attended her first Cabinet since her promotion to the top Civil Service post, seated next to the Prime Minister during the sombre discussions.
