A leading defence expert has warned that the United Kingdom is on a trajectory toward a military confrontation with Russia within the next few years. Professor Michael Clarke, former director of the Royal United Services Institute (RUSI), issued the stark warning following the unexpected resignation of Defence Secretary John Healey.
Healey's resignation exposes government fractures
Mr Healey's resignation has laid bare severe divisions within Sir Keir Starmer's government over war preparedness. The dispute centres on the unreleased Defence Investment Plan (DIP), which was intended to provide the financial foundation for a critical 10-year defence upgrade outlined in the government's Strategic Defence Review. This review established a long-term strategy from 2025 to 2035 to modernise Britain's armed forces.
However, Chancellor Rachel Reeves is reportedly prepared to offer only half the funding required to make the UK safe. Professor Clarke warned that the government has already wasted the first year of this 10-year programme and is now deep into wasting the second.
"Healey's statement is very clear that the Defence Investment Plan, which still hasn't appeared, is inadequate," Professor Clarke said. He added that the government has failed to pivot from a peacetime economy by prioritising the welfare bill over defence spending.
Consequences for global security
The resignation and budget dispute could have terrifying consequences for global security. As Britain fails to implement its military upgrade, European allies are losing faith in the country, the King's College London professor said. He warned that Vladimir Putin might soon challenge NATO unity by testing the Article 5 collective defence clause.
"I think we're heading for a military confrontation with Russia in the next couple of years. It may or may not be a war, but we're heading for a military confrontation... and probably at sea. The first confrontation will probably be at sea, then probably in the air," Professor Clarke said.
He added: "There will be some military activity and there will be shooting and killing and losses. And then possibly a confrontation somewhere in the territory of Europe."
UK exposed under Trump presidency
With Donald Trump in the White House, Britain's lack of preparation leaves the country dangerously exposed. If Russia decides to strike during Trump's term, the UK will be entirely helpless on its own.
"We haven't got much hope of stopping Russia doing whatever it wants to do. On our own, we've got no hope," Professor Clarke concluded.
