Police Appeal to Identify Man in Ex-Councillor Rape Case

Wiltshire Police have issued a renewed public appeal to help identify an unknown man in connection with a major sexual offences investigation, following the guilty plea of former Conservative councillor Philip Young for drugging and raping his wife over a 13-year period.

Court Hearing and Guilty Pleas

Philip Young, aged 49, appeared at Winchester Crown Court on Friday where he pleaded guilty to 48 out of 56 charges, including multiple counts of rape against his former spouse, Joanne Young. The victim has formally waived her legal right to anonymity, allowing her name to be published in connection with the case.

Police Appeal for Information

In what officers describe as a "continued" appeal released after today's court hearing, Wiltshire Police have distributed images of a man they urgently wish to trace. The individual is described as having a large build, with noticeable scarring on the back of his head and a distinctive tattoo on the left side of his chest. The photographs were reportedly taken between April and May 2022.

Ongoing Swindon Investigation

The force confirmed this man is sought in relation to an ongoing investigation in Swindon, where six individuals—including Philip Young—have now been charged with serious sexual offences against Joanne Young. Detective Superintendent Geoff Smith, the senior investigating officer, emphasised the significance of the case.

"This is a significant investigation in which several suspects have appeared in court charged with various serious sexual offences," stated DS Smith. "This man remains unknown and we remain really keen to identify and speak with him in connection with the case."

Public Assistance Requested

Police acknowledge the potentially distressing nature of the released images but stress the importance of public cooperation. "We appreciate the graphic nature of these images and that they may be triggering to some people, however we need the public's help to identify this man," explained DS Smith.

Authorities have indicated it is unclear whether the individual resides in Swindon or elsewhere, making widespread sharing of the appeal crucial. "It is unknown whether he lives in Swindon or from outside the county, which is why we request that this is shared as widely as possible to assist our bid to identify him," added the detective superintendent.

The police confirmed that this latest appeal has been conducted with the full knowledge and support of the victim, Joanne Young.
