Authorities in Atlanta have launched a major public appeal following a deeply disturbing incident of animal cruelty at a city parking facility. The Fulton County Police Department is urgently seeking assistance to identify a suspect captured on surveillance footage, who is alleged to have strangled two dogs to death after subjecting them to sexual abuse.
Horrific Discovery Under Stairwell
The grim sequence of events unfolded on July 22 at the Atlantic Station parking deck, located at the intersection of 16th and Fowler Streets. Newly released surveillance footage shows a tattooed man walking two mixed-breed dogs at approximately 2:30pm before entering the multi-storey parking structure. Alarmingly, the same individual was recorded leaving the garage roughly twenty minutes later without the animals in his possession.
The dogs were subsequently discovered by parking garage manager Darrell Moss, who made the horrific find behind a stairwell area that is reportedly commonly used as an unofficial dumping ground. The animals' leashes were found tied together at the scene, with post-mortem examinations later confirming that both dogs had been strangled to death.
Police Issue Grave Warning About Suspect
In a particularly distressing update to the investigation, police revealed that forensic evidence indicated the dogs had been sexually abused prior to their deaths. Fulton County Police Captain Nicole Dwyer provided a stark assessment of the suspect to local media, describing him as "a very disturbed individual and a danger to the public."
"This is a pretty sickening crime, and we want to get him into custody, so he doesn’t commit this again, or you know, escalate to a human," Captain Dwyer told WSB-TV, emphasising the potential risk the individual poses to both animal and human populations.

Investigators have released a detailed physical description of the person they believe to be responsible for these acts. The suspect is described as a black man with a white goatee, standing between 5 feet 6 inches and 5 feet 9 inches tall. A particularly distinctive feature noted by authorities is that he has tattoo sleeves covering both arms.
Police have emphasised that the man was the last person seen with the dogs before their deaths, making him their primary person of interest. Captain Dwyer confirmed to the Daily Mail on Wednesday that the suspect has not yet been identified, and it remains unclear whether the dogs actually belonged to him or how he came to be in possession of them.
