Muckamore Abbey Abuse Inquiry to Release Report Thursday

A public inquiry investigating allegations of abuse against vulnerable patients at Muckamore Abbey Hospital is set to release its report on Thursday.

Background of the Inquiry

Muckamore Abbey, operated by the Belfast Health and Social Care Trust, is a hospital in County Antrim that cares for adults with severe learning disabilities and mental health needs. The inquiry has scrutinized claims of patient mistreatment at the facility.

The hospital has also been at the heart of the largest police investigation in the UK into alleged abuse of vulnerable adults, with multiple prosecutions still ongoing.

Establishment and Proceedings

The public inquiry was initiated by former health minister Robin Swann and began hearing witness testimony in June 2022. It has heard oral evidence from 181 witnesses and reviewed 333 statements.

Glynn Brown, whose son Aaron was a patient at the hospital and who previously raised concerns about the facility, was among those who participated in the inquiry.

Organizations such as the Society of Parents and Friends of Muckamore Abbey, Action For Muckamore, the Department of Health, Belfast Health Trust, the Regulation and Quality Improvement Authority, and the police have provided statements to the inquiry.

Coordination with Criminal Investigations

Chairman Tom Kark KC noted that it is “highly unusual” for a public inquiry to run concurrently with a major police investigation and criminal trials. A memorandum of understanding was established with the police and the Public Prosecution Service in Northern Ireland to prevent the inquiry from interfering with criminal proceedings.

The inquiry is expected to have submitted its final report to Health Minister Mike Nesbitt.

Hospital Closure Delayed

The hospital, which first opened in 1949, was scheduled to close in June 2024, but this has been postponed as some patients have yet to find alternative accommodation.
