Outline plans for a watersports centre and up to 100 new homes at Barry Waterfront have been narrowly approved by Vale of Glamorgan council's planning committee, with nine votes in favour and seven against. The project, submitted by the council and Lovell Homes, is the latest version of a long-running regeneration scheme for the area, replacing earlier proposals for a marina and business incubation centre.
Watersports Centre and Community Facilities
According to planning documents, the development will include a watersports centre with boat storage, changing rooms, and toilet facilities, as well as a café overlooking the water. It will also provide offices, educational and training rooms, and public hospitality space. Charlotte Raine, a major project manager at the council, described the proposal as a "high quality design-led mixed waterfront scheme" that offers "enormous benefits" for training, education, recreation, and community activities.
Opposition from Local Councillors
Despite the approval, the plans faced strong criticism. Cllr Shirley Hodges, a ward councillor not on the committee, questioned whether the scheme delivers the "transformational regeneration" promised to Barry residents. She argued that the "economic offer that helped justify this regeneration has been significantly reduced and altered." She also highlighted the increase in housing numbers from 65 to 100, stating that "regeneration is about the quality and legacy of what is delivered – not simply the number of homes built."
Cllr Nic Hodges, a committee member, added that "residents down there do not want this scheme" and that it "plainly no longer achieves the wider place-making ambition."
Support for Housing and Affordability
However, Cllr Mark Wilson supported the application, citing the need for affordable housing in Barry. He said, "It's going to be delivered for the people of Barry on an affordable basis. This is something that we desperately need in this area of Barry." Cllr Ian Buckely expressed disappointment that the marina was dropped from the plans, as "everyone wanted to have the marina," but acknowledged that the watersports facility would bring "significant" benefits to the community.
