Following Russia's invasion of Ukraine in February 2022, which Moscow terms a "special military operation," and Belarus's role as a key staging point, athletes from both nations were banned from international competitions. Strict Eligibility Criteria for Reinstatement
World Aquatics emphasized that the reinstatement is not unconditional. Over 700 screenings have been conducted on athletes holding Russian and Belarusian sport nationality under its eligibility framework. To be cleared for competition, these athletes must successfully pass at least four consecutive anti-doping controls and complete thorough background checks, ensuring compliance with integrity standards.
Husain Al Musallam, President of World Aquatics, stated in an official release, "Over the last three years, World Aquatics and the AQIU (Aquatics Integrity Unit) have successfully helped ensure that conflict can be kept outside the sporting competition venues." He added, "We are determined to ensure that pools and open water remain places where athletes from all nations can come together in peaceful competition."

This announcement follows earlier relaxations, such as the lifting of restrictions for Russian and Belarusian youth athletes in December.
