Three UK Police to World Cup After US Refuses Funding

Only three police officers from the United Kingdom will head to the World Cup after American authorities declined to provide funding for a larger contingent. Officials anticipate up to 15,000 England fans at each group game, including 1,000 friends and family from the Football Association.

Limited Police Presence

A tiny team of police experts will travel from British shores. The Trump administration stated that the federal police, rather than the White House, refused to cover the costs. At recent major tournaments, host nations have financed specialist officers from the UK to provide intelligence on England fans, aiming to prevent overreactions by local forces. Germany funded 40 spotters for the European Championship, and significant presences were paid for by Qatar and Russia.

These officers, known as 'cultural interpreters,' along with improved fan behaviour, have contributed to low arrest numbers at recent tournaments. However, despite over 18,000 law enforcement agencies operating across the US, the government has declined to pay for any travelling officers from the UK. Instead, the UK National Football Policing Unit will finance three specialists.

Role of Cultural Interpreters

'They can work with local officers and explain that England fans may be noisy but are not a problem,' said Mark Roberts, head of the UK Football Policing Unit (UKFPU). 'They can point out that they are just having a good time and do not need to react.' Roberts refrained from criticising President Trump or the US government, stating, 'This is not a criticism, this is a statement of fact. The number of officers we send generally depends on the hosts' request. In Germany, we had 40 officers working with federal and state police. Hosts pay for accommodation, travel, and meals. The US has a different system; they are not funding mobile travel delegations. We have to fund it entirely, and there will be three officers.'

Roberts added that officers help tackle misconceptions. 'Often we go into briefings with host police who have pre-intelligence from watching Football Factory or Green Street. Local police expect certain things, and once that mindset sets in, it is hard to dispel. We would like to send a larger delegation, but unfortunately, UKFPU just had a 10 per cent funding cut from the Home Office. We need to be clever to amplify our reach but must manage expectations.'

Challenges Ahead

Superintendent Gareth Parkin, one of the three officers heading to the US, noted: 'Some England fans sing, drink, and can be boisterous. We explain to local forces that this is normal and not a precursor to disorder.' The White House confirmed the decision was made by the Federal Police. Due to funding issues, the officers will stay at the Boston Police Academy when England visits the northeast city.

Despite high ticket and travel costs, UK police expect 10,000 to 15,000 England fans at each group fixture in Dallas, Boston, and New York, including around 1,000 friends and relatives of the players. The Football Supporters Association will issue warnings about varying state laws; for example, drinking alcohol in a car is banned in Texas. Some states are considering extending licensing laws to allow alcohol sales for 23 hours.

Thomas Concannon, who leads the FSA's England fans group, said: 'Vapes in Mexico (where England may play a knockout match) are also banned. We'll put together warnings about obvious things fans might overlook.' A specialist team in the UK will monitor social media and has briefed England players on online abuse threats. Talks with Instagram, Facebook, and TikTok will continue throughout the tournament. Mike Ankers, deputy director of UKFPU, warned: 'We will find anyone breaking the law, even with anonymous accounts, and we will take action.'
