Foreign Secretary Yvette Cooper has declared that Britain is ready to help its allies intercept and board Russian "shadow fleet" vessels, in a major escalation of efforts to strangle the funding for Vladimir Putin's war in Ukraine.
What is the Russian 'Ghost Fleet'?
The so-called "ghost" or "shadow" fleet is comprised of ageing, often poorly maintained oil tankers that use false flags and obscure ownership to circumvent Western sanctions on Russian oil exports. These vessels not only facilitate the flow of billions in revenue to the Kremlin but also present severe environmental hazards and risks to critical undersea infrastructure like cables.
The announcement follows a significant recent operation where British forces assisted the United States in a raid on the Russian tanker Marinera, which was suspected of breaching international sanctions. Officials are now actively examining the legal frameworks that would permit the use of military force to board such vessels on the high seas.
Assertive Action and International Cooperation
Yvette Cooper made the statement during a visit to Helsinki, where she met with the Finnish Border Guard. The discussions centred on taking "assertive action" against illicit maritime activity, coming in the wake of Finland's own raid on a Russia-linked cargo ship suspected of sabotage.
The UK government is pushing for a comprehensive ban on the shipping of Russian oil and aims to "tighten the chokehold" on the Kremlin's clandestine maritime operations. This strategy represents a coordinated international effort to close loopholes that have allowed Moscow to finance its military campaign.
Legal and Operational Challenges Ahead
While the political will is clear, the path forward involves complex legal and operational hurdles. Authorising naval forces to board foreign-flagged ships in international waters requires a robust legal basis to avoid escalation. The examination of this basis is now a key priority for UK and allied officials following the precedent set by the joint US-UK raid on the Marinera on 14 January 2026.
