Madagascar's Military President Implements Polygraph Screening for Ministerial Appointments
In a bold move to tackle systemic corruption, Madagascar's military ruler, Michael Randrianirina, has announced that all candidates for the new cabinet must undergo and pass lie detector tests. This unprecedented measure comes after Randrianirina dismissed the prime minister and the entire cabinet earlier this month without providing a detailed explanation. The president asserts that this rigorous screening process is essential to identify and eliminate corrupt individuals from government positions.
A Response to Youth-Led Protests and Discontent
Randrianirina ascended to power following a coup in October, which was precipitated by widespread youth-led protests under the banner "Gen Z Madagascar." Initially, the young activists supported his rise, but they quickly became disillusioned when his initial appointments appeared to include members of the old, corrupt elite. The protests, which began in September last year, were initially sparked by water and power cuts but rapidly evolved into demands for a complete political overhaul. Tragically, at least 22 people lost their lives in the early days of the demonstrations, according to United Nations reports.
On October 11, the elite military unit Capsat, where Randrianirina served as a colonel, declared its support for the protesters. The following day, the former president, Andry Rajoelina, reportedly fled the country for Dubai aboard a French military aircraft. Randrianirina was subsequently sworn in as interim president and has committed to holding elections by late 2027. However, Gen Z activists continue to pressure him to confirm the election date while criticizing his appointments for perceived connections to the previous regime.
Details of the Lie Detector Policy and New Appointments
Randrianirina elaborated on the new policy in a statement to local media, stating, "We have decided to use a polygraph. It is with this polygraph that the background integrity checks will be carried out." He emphasized that the goal is not to find candidates who are "100% clean" but those who score "over 60%" in integrity, believing this threshold will enable Madagascar to progress and develop effectively.
The president confirmed that a new cabinet will be announced early next week, following the screening process. He and the newly appointed prime minister, Mamitiana Rajaonarison, who is also the anti-corruption chief, will only interview candidates who successfully pass the lie detector test. Randrianirina expressed confidence that this method will help identify "who is corrupt and who can help us, who is going to betray the youth struggle."
Skepticism and Hope Among Gen Z Activists
Despite the president's assurances, some members of the Gen Z Madagascar movement have expressed skepticism regarding the efficacy of polygraph tests. One social media manager for the group remarked, "It's not even scientifically proven to work. For me, it's just a joke and embarrassing." He acknowledged that the previous ministers were inadequate but added, "We still have hope for the new ministers, but in general, I think this regime is already better than the regime of Andry Rajoelina."
Madagascar's Economic and Corruption Challenges
Madagascar remains one of the world's poorest nations, with a GDP per capita of just $545 in 2024, according to World Bank data. Despite its wealth in natural resources such as vanilla and precious gems, the country has long struggled with corruption, which campaigners argue has allowed officials and businesspeople to exploit these assets for personal gain. Reflecting this, Madagascar ranked 148 out of 180 countries in Transparency International's 2025 corruption perceptions index, highlighting the pervasive nature of graft in the nation.
As the country awaits the announcement of the new cabinet, the implementation of lie detector tests represents a controversial yet determined effort by Randrianirina to address deep-seated corruption and restore public trust, particularly among the disillusioned youth who played a pivotal role in his rise to power.
