Knowsley Council will hold its first all-out election since 2016 in 2028, following boundary changes recommended by the Local Government Boundary Commission. The Merseyside council, which has 15 wards each represented by three councillors, normally holds elections by thirds, with one councillor per ward facing a vote each year. The 2028 election will be followed by a fallow year in 2029, then elections by thirds resume in 2030.

Boundary Commission Review

The Boundary Commission published a review of Knowsley's electoral arrangements, now open for public consultation until September 7. Final recommendations will be published in December. The Commission recommended keeping the current 15 wards and 45 councillors but found some wards would have significantly more or fewer voters than the average by 2031.

To address this, the council decided to change boundaries for eight wards: Cherryfield, Northwood, Roby, Prescot North, Prescot South, Page Moss, St Gabriels, and St Michaels. The remaining seven wards will stay the same.

Proposed Boundary Adjustments

The Commission suggested the boundary between Cherryfield and Northwood run along Lindby Road, the northern section of Pinfold Crescent, and a short section of Broad Lane. This change reflects that residents on Britonside Avenue traditionally see themselves as part of the Southdene neighbourhood, aligning them more naturally with Cherryfield.

In Huyton, Coral Avenue, Crosswood Crescent, and White Lodge Avenue will move into Roby ward, while Cassino Road moves into St Michaels ward. The boundary between Roby and Page Moss should run behind properties on the east side of Church Road, keeping those residents in Page Moss ward along with those on Dinas Lane and Twig Lane.

A council suggestion to move the Prescot North/Prescot South boundary from the railway line and Coniston Avenue to run along Warrington Road (A57 and St James Road) has been approved by the Commission.

Implementation Timeline

The changes will only take effect for the all-out election in 2028, meaning boundaries remain the same for the 2027 elections. Residents can view how changes affect their ward and comment on proposals via the Boundary Commission website. The consultation ends September 7, with final recommendations published in December.
