Salford mayor Paul Dennett has issued an urgent warning to the city after 15-year-old Leon Pafu Ngoy tragically drowned in the River Irwell at Clifton Country Park on June 27. In a council meeting on Wednesday, July 15, Dennett appealed to young people and families to take water safety seriously as schools break for summer.
Family's Heartbreaking Tribute
Leon's devastated family described him as 'kind, respectful, and thoughtful', with 'an infectious smile' and 'big ambitions'. They said: 'We will always wonder what might have been if different choices had been made. If Leon had gone to the local swimming baths instead of the Clifton Country Park that day, he would still be with us.'
Mayor's Appeal
Dennett said: 'Leon tragically lost his life at Clifton Country Park. Leon had only just finished his GCSEs and should have had his whole life ahead of him, a summer of joy, and a future to look forward to. Our thoughts are with his family, his friends, his school community, and all that knew and loved him.' He added: 'Please take warnings around water seriously and listen to those responsible for keeping all of us safe.'
Council Actions
Councillor Barbara Bentham, Lead Member for Neighbourhoods, Environment and Community Safety, said the council is 'working closely with different authorities' to secure Clifton Park, including introducing physical patrols and anti-burglary paint around the perimeter. Leon was reported missing after entering the river, and his body was recovered two days later in what police called a 'tragic accident'.
Recent Drownings Across Greater Manchester
Leon is one of several recent drowning victims. Last week, emergency crews recovered the bodies of two men within 24 hours: 18-year-old Karl Holland, who died in Dovestones Reservoir, and a 49-year-old who got into difficulty in Sykes Reservoir, Stockport. Greater Manchester Police have urged people not to be tempted to cool off in open water as high temperatures continue across the North West.
