Former Norfolk Police Constable Banned from Policing After Deliberate Cyclist Incident
A former Norfolk Police constable, Frederick Boyle, has been permanently banned from policing after a misconduct panel found he deliberately ran over a cyclist with his police car. The incident occurred on 15 March 2024, when Boyle struck the cyclist, referred to as 'Mr M', after Mr M threw a sandwich onto a grass verge, resulting in minor injuries to the cyclist.
Deliberate Actions and Gross Misconduct Findings
The police misconduct panel determined that Boyle's actions constituted deliberate gross misconduct. Prior to hitting the cyclist, Boyle activated his vehicle's blue lights and ran a red light, demonstrating a clear intent in his dangerous behaviour. Following the crash, Boyle failed to report the incident and left the scene without ensuring the welfare of Mr M, further compounding his misconduct.
Boyle resigned from Norfolk Police in the aftermath of the incident, but the panel's ruling ensures he cannot serve as a police officer in the future. The case highlights serious breaches of professional standards and public trust within law enforcement.
Other Officers Receive Written Warnings
Two other officers who were in the police vehicle at the time of the incident, Kerron Tuttle and Abigail Thomas, also faced disciplinary action. Both officers received 18-month written warnings for their failure to report the crash or check on the cyclist's condition. Their involvement underscores broader accountability issues in how the incident was handled by the police team.
The panel emphasised that all officers have a duty to uphold safety and transparency, and the warnings serve as a reminder of these obligations in policing protocols.
Broader Implications for Police Conduct
This case raises significant concerns about police behaviour and accountability in the UK. The deliberate nature of Boyle's actions, coupled with the failures of his colleagues, points to systemic issues that may require further review and training within police forces. Incidents like this can erode public confidence and highlight the need for stringent oversight in law enforcement operations.
Authorities have stated that such misconduct will not be tolerated, and the ban imposed on Boyle sends a strong message about the consequences of violating professional standards. Moving forward, Norfolk Police and other forces may implement additional measures to prevent similar occurrences and ensure officer accountability.
