Summer Camp Leader Used Veterinary Skills to Drug Children for Decades
Parents wept openly in Leicester Crown Court as harrowing details emerged of how summer camp operator Jon Ruben systematically drugged and sexually assaulted young boys over a period spanning at least 27 years. The 76-year-old predator, who once worked as a veterinary surgeon, employed his professional knowledge to calculate precise sedative dosages for children, which he then administered through laced sweets during what he called a "sweet game."
Victims Left 'Tired and Floppy' After Consuming Poisoned Treats
Prosecutor Mary Prior KC described how Ruben's young victims became "tired and floppy and seeming to be drunk" after consuming the specially prepared confectionery. The defendant had meticulously researched and refined his poisoning techniques over many years, illegally purchasing sedatives on the dark web and crushing them into "very sweet, very sticky sweets" that would mask the drug's taste.
The court was shown disturbing evidence including a "chocolate poisoning chart" belonging to Ruben that detailed exact drug quantities needed for children, adults, and even dogs—a chilling testament to how he applied his veterinary training to facilitate his crimes. Some children consumed up to four of the drugged sweets when Ruben had only intended them to have one, increasing their vulnerability.
Systematic Abuse Uncovered After Multiple Children Fell Ill
The long-running abuse came to light in July when eight children and one adult became seriously ill during what would be Ruben's final summer camp operation at Stathern Lodge in Leicestershire. His stepson grew suspicious after the mass illness and searched Ruben's room, discovering baby oil, syringes containing white powder, and other disturbing items.
When Leicestershire Police eventually arrived at the scene—a delay that has prompted the force to refer itself to the Independent Office for Police Conduct—they found multiple victims in distress. Further investigation revealed that two boys under age 13 had been sexually assaulted, while six other children suffered cruelty through the drugging.
Decades of Predatory Behavior Finally Exposed
Ruben had operated holiday camps for children from disadvantaged areas of Nottinghamshire for nearly three decades, carefully selecting which boys would sleep in rooms closest to his own bedroom and away from other campers. He even sedated his wife, Susan, to prevent her from waking during his assaults, a crime to which he pleaded guilty earlier this week.
During the emotional sentencing hearing, Ruben repeatedly broke down, crying and holding his head in his hands as graphic details of his offenses were read aloud. At one point, he shouted "no" from the dock when told he had breached his own safeguarding rules, prompting Judge Timothy Spencer KC to order him to remain silent.
"I'm so sorry," Ruben sobbed repeatedly as victims' family members left the courtroom, too distressed to continue hearing the horrific details of his crimes.
Additional Charges Reveal Broader Pattern of Offending
Beyond the direct assaults, Ruben admitted to three counts of making indecent images of children—including 50 Category A videos, 22 Category B videos, and seven Category C videos created between August 2023 and June of this year. Prosecutors confirmed none of these images involved children from his summer camps, suggesting a broader pattern of predatory behavior.
The defendant also pleaded guilty to four drug charges related to his procurement and use of sedatives. Police continue to appeal for any other potential victims to come forward as they believe Ruben's offending may extend beyond what has currently been documented.
Judge Spencer is expected to deliver Ruben's sentence later today, bringing to a close one of the most disturbing child abuse cases to come before British courts in recent years. The case has exposed catastrophic safeguarding failures and raised serious questions about how such systematic abuse could continue undetected for nearly three decades.
