Pope Leo XIV has released a comprehensive manifesto titled Magnifica Humanitas (Magnificent Humanity), addressing the profound impact of artificial intelligence on society. The 83-page document, issued on Monday, examines how AI is reshaping democracy, labor, warfare, and human dignity.

Democracy and Truth

The pontiff warned that AI amplifies disinformation by manipulating content, images, and videos, exposing people to biased perspectives. He argued that democracy weakens when pragmatism replaces truth, stating, “Indifference to the truth leads, slowly but surely, to a descent to totalitarianism.”

Social Media and Digital Platforms

Leo emphasized that those controlling digital platforms wield power that “should be constantly guided by the pursuit of truth or respect for human dignity.” He called for the internet to foster inner freedom and critical thought, rather than becoming a tool for distraction or dominance.

The pope stressed that the workplace must protect employment opportunities and the irreplaceable role of individuals. He warned against sacrificing jobs for profit, asserting that “the human person is an end, not a means.” Governments should create conditions favoring employment as a primary good for families and societies.

Leo cautioned that AI accelerates conflict and makes it more impersonal. He demanded concrete criteria for strikes, including identifiable chains of responsibility for designers, trainers, and users. “Deployment of lethal force cannot be automated,” he wrote, calling for an international framework to curb the technological arms race.

The manifesto noted that global wealth concentrates in fewer hands, widening inequalities. Leo argued that relying solely on the “invisible hand of the market” is insufficient in the AI era, urging policies oriented toward the common good, dignified work, and equitable distribution of innovation benefits.

Human Trafficking

Leo highlighted digital networks' role in human trafficking, calling it a contemporary form of slavery. He warned that tolerating these practices risks complicity in “today’s sins, which are akin to those of the past when slavery was being concealed and justified.”

Environmental Costs

The pope addressed the environmental impact of data centers powering AI, which consume enormous energy and water, influencing carbon emissions. He called for sustainable technological solutions as demand for large language models grows.

Youth and Digital Media

Leo urged policymakers, educators, and families to combat the “culture of immediacy and hyperstimulation” from digital media. He warned against early personal device use and highlighted AI-amplified dangers like grooming, blackmail, and sexual exploitation of minors.
