Rochdale council is set to introduce an Article 4 Direction to tighten planning controls on houses in multiple occupation (HMOs), following growing tensions and protests in the borough. Reform councillors have called for the move, which would require all HMOs—regardless of size—to obtain specific planning permission. Currently, only HMOs housing seven or more people need planning permission.
Protests and Political Pressure
The issue gained prominence after weekend protests against HMOs on the streets of Heywood. At a recent town hall meeting, Reform councillors raised concerns about the clustering of HMOs and their impact on local services. Councillor Lee Wolf (Reform) stated: “Whilst HMO licensing is important, it doesn’t control where they are located or stop excessive clusters.” He added that residents want a greater say and believe HMOs are affecting services.
Council's Response and Timeline
Councillor Paul O’Neill (Reform) said it was the council’s ambition to introduce an Article 4 Direction to ease tensions. The controlling Labour group confirmed it is already working on changes. Housing boss Councillor Danny Meredith thanked Reform for supporting the Labour plan. Fellow Labour councillor Richard Jackson noted: “We are already working on this. But processes need to be followed. We can’t have Article 4 without giving the evidence. It’s not something we can just switch on.”
The Article 4 Direction is currently going through local authority processes and is estimated to be brought to full council for a formal vote later this year.
