Former Amazon Executive Doug Gurr Nominated as Permanent CMA Chairman
Business and Trade Secretary Peter Kyle has named former Amazon executive Doug Gurr as his preferred candidate to become the permanent chairman of the UK's competition regulator, the Competition and Markets Authority (CMA). This nomination follows Gurr's tenure as interim chairman since early last year, during which he has supported government efforts to reduce business red tape and stimulate economic growth.
Background and Interim Leadership
Doug Gurr stepped into the interim chairman role in January 2025, succeeding Marcus Bokkerink, who departed amid disputes over government strategy. In his interim capacity, Gurr has been instrumental in aligning the CMA with the government's pro-growth agenda, focusing on creating a more business-friendly environment in the UK.
During this period, the CMA has also initiated significant reforms to its merger and acquisition scrutiny processes. These changes are a direct response to criticisms that the regulator's previous approaches may have inadvertently stifled business expansion and innovation within the country.
Government Endorsement and Strategic Vision
In a statement, Business and Trade Secretary Peter Kyle praised Gurr's leadership, stating, "Under Doug Gurr's leadership as interim chair, the CMA is playing a key role in delivering the Government's pro-growth agenda, ensuring the UK is a place where businesses can grow and invest with confidence." Kyle added that he looks forward to Gurr leading the implementation of the CMA's three-year strategy, which aims to drive economic growth and enhance household prosperity across the nation.
Gurr himself expressed enthusiasm for the role, noting, "The Government have been clear in their commitment to delivering economic growth and improving household prosperity. I have enjoyed my time at the CMA and can see a clear contribution we can make here through promoting competition and protecting consumers. It would be both a pleasure and a privilege to continue this important work."
Career Transition and Upcoming Parliamentary Scrutiny
Prior to his involvement with the CMA, Doug Gurr served as Amazon's country manager for the UK until 2020. He left the US retail and technology giant to take on the role of director at the Natural History Museum, a position he held before his interim appointment at the CMA. His diverse background spans both the corporate and cultural sectors, providing a unique perspective on competition and consumer protection issues.
Gurr's nomination will now undergo parliamentary scrutiny. He is scheduled to appear before Parliament's Business and Trade Select Committee on Tuesday, where his appointment will be reviewed before official ratification. This process is part of an open competition for the role, with Gurr selected to complete a full five-year term as permanent chairman.
Economic Context and CMA's Role
A spokesperson for the CMA highlighted the regulator's broader economic impact, stating, "Free and fair competition and effective consumer protection support growth by putting money back in people's pockets and driving forward innovation, productivity, and investment." This statement comes in the wake of recent GDP figures showing the UK as the fastest-growing economy in Europe, attributed to government policies aimed at building a stronger, more secure economy, reducing the cost of living, cutting national debt, and fostering conditions for growth and investment.
The CMA's ongoing overhaul of its merger and acquisition scrutiny is seen as a critical component of these efforts, ensuring that regulatory practices do not hinder business dynamism while maintaining robust consumer protections.
