Adult Disability Payment (ADP) has replaced Personal Independence Payment (PIP) for all new and existing claimants in Scotland. While the payment structures are similar, there are important differences in how claims are handled and assessed.
Payment Rates
Both ADP and PIP have two components: daily living and mobility. Each component is paid at a standard or enhanced rate. To qualify, you need 8 to 11 points for the standard rate and 12 points or more for the enhanced rate.
- Standard daily living: £76.70 per week (£306.80 per 4-week period)
- Enhanced daily living: £114.60 per week (£458.40 per 4-week period)
- Standard mobility: £30.30 per week (£121.20 per 4-week period)
- Enhanced mobility: £80.00 per week (£320.00 per 4-week period)
Assessments and Decision-Making
Both benefits use similar criteria, but ADP takes a more supportive approach with fewer face-to-face assessments. Decisions are often based on existing medical evidence rather than formal assessments. The DWP, however, plans to increase PIP face-to-face assessments.
Reviews and Ongoing Support
ADP aims to reduce stress with a light-touch approach, including longer award periods and fewer reassessments. You may receive an indefinite award if your needs are unlikely to change or if you get the enhanced rate of both components.
Eligibility
To be eligible, you must have had difficulties with daily living or mobility for 3 months and expect them to continue for at least 9 months. You usually need to have lived in the UK for at least 2 of the last 3 years and be in the country when applying.
