Foreign Office Issues Urgent Cuba Travel Advisory

The Foreign, Commonwealth & Development Office (FCDO) has issued an urgent travel warning for holidaymakers considering trips to Cuba, advising against all but essential travel to the island nation. This alert comes as several major airlines have suspended flights to and from Cuba due to a critical aviation fuel shortage.

Severe Infrastructure Disruptions Prompt Warning

The FCDO's updated guidance highlights that Cuba is experiencing severe and worsening disruptions to essential infrastructure, including persistent nationwide power outages and acute fuel shortages. These conditions are significantly impacting visitors' access to reliable transport, medical care, communications, and basic services.

Authorities in Cuba have implemented fuel rationing measures and scaled back public services in response to the crisis. Temporary changes have been made to healthcare, education, transport, and tourism operations to conserve the country's severely limited energy supplies.

Airlines Suspend Services Amid Aviation Fuel Crisis

The travel warning follows confirmation that all of Cuba's international airports are currently without aviation fuel. This has forced airlines to suspend services, with Air France announcing it will halt flights between Paris and Havana from March 29 to June 14. The last departure from Havana to Paris Charles de Gaulle is scheduled for March 28.

Other carriers, including all Canadian airlines and LATAM, have also suspended flights to and from Cuba, while additional airlines are reviewing their routes. Terminal 2 at José Martí International Airport, which services flights to the USA and some charter operations, has been closed with flights diverted to Terminal 3.

Root Causes of the Crisis

The current situation stems from Cuba's dwindling oil reserves and the aftermath of US military action against Venezuela in early January, which halted critical petroleum shipments to the island. This has resulted in widespread blackouts and transportation disruptions across Cuba.

The FCDO stated on Thursday: "Cuba is experiencing severe and worsening disruption to essential infrastructure, persistent power outages across the country and fuel shortages." The office added that some flights are being diverted to new transport hubs while airlines have completely suspended services until mid-June.

Practical Advice for Travelers

For those considering leaving Cuba, the FCDO recommends checking for updates from airlines or tour operators for current information. Travelers should ensure their documents remain valid and confirm any required visas for onward travel.

If currently in Cuba, visitors are advised to carefully consider whether their presence is essential. Precautions include conserving fuel, water, food, and mobile phone charge, while being prepared for significant disruption. Options for leaving the country could further diminish if the situation deteriorates.

The Foreign Office emphasizes that these conditions are creating substantial challenges for visitors attempting to access reliable services throughout Cuba.
