The UK Foreign, Commonwealth and Development Office (FCDO) has issued a stark warning to any traveller heading to Mexico: do not pack vapes, e-cigarettes, or any vaping devices or refill solutions in your luggage. While these items remain perfectly legal to buy, sell, and carry in the United Kingdom, Mexican customs officials are authorised to seize them upon arrival, and travellers could face a fine or even detention.
What Items Are Banned?
Mexico’s National Customs Agency (ANAM) explicitly lists electronic cigarettes, personal vaporising devices, and similar products among goods that cannot be brought into the country. The ban covers both nicotine and non-nicotine devices, as well as heated tobacco products and related systems. This means that even if a traveller’s vape contains no nicotine, it is still prohibited. Refill solutions and cartridges are also included in the restriction.
The rules form part of a wider crackdown by Mexican authorities. According to Mexico’s health regulator COFEPRIS, the measures were introduced to protect public health, citing concerns over the potential risks associated with electronic cigarettes and vaping devices.
Penalties and Enforcement
The FCDO states that customs officials can confiscate the items immediately. Beyond confiscation, travellers may also be subject to a fine or detention. The exact penalty depends on the circumstances, but the FCDO advises that anyone caught bringing in vapes could face legal consequences. In addition, smoking or vaping in public places in Mexico can result in fines of up to 3,000 Mexican pesos (approximately £150), according to the FCDO.

The advice serves as a reminder that items considered perfectly legal in the UK are not necessarily permitted overseas.
