A group of prominent Democratic senators has launched a formal investigation into what they describe as the 'disturbing and excessive' use of full-body restraints by Immigration and Customs Enforcement (ICE) officers.
The inquiry, led by Senators Cory Booker, Alex Padilla, and Richard Blumenthal, follows mounting evidence that ICE is increasingly resorting to full-body shackles and restraints in situations that do not warrant such extreme measures.
'Deeply Troubling' Patterns Emerge
In sharply worded letters to ICE and the Department of Homeland Security, the senators revealed they had obtained internal documents showing widespread use of restraints on detainees during medical transfers, court appearances, and even routine movements within facilities.
'The emerging pattern is deeply troubling,' Senator Booker stated. 'We're seeing restraints used not as a last resort for genuine security threats, but as routine procedure that dehumanises and endangers vulnerable individuals.'
Medical and Legal Concerns Mount
The investigation highlights several alarming cases where restraints were reportedly used:
- On pregnant women during hospital visits
- On individuals with documented mental health conditions
- During medical procedures and examinations
- On detainees posing no apparent threat to themselves or others
Medical experts have warned that such practices can cause serious physical and psychological harm, particularly for those with pre-existing health conditions.
Demanding Transparency and Accountability
The senators are demanding comprehensive data from ICE, including:
- Detailed records of restraint usage over the past three years
- Specific protocols governing when restraints can be applied
- Training materials provided to ICE officers
- Documentation of any injuries or complaints related to restraint use
'The American public deserves to know how their government is treating vulnerable individuals in its care,' Senator Padilla emphasised. 'This level of force must be justified, not routine.'
The investigation comes amid growing scrutiny of ICE practices and could lead to congressional hearings and potential policy reforms regarding detention standards and the use of force within immigration facilities.
