Images released by the region's Russian-installed governor showed a college in the town of Starobilsk with its windows blown out and flames visible. The attack killed four people and injured 40, Russia's foreign ministry said.

Russia Accuses NATO of Involvement

The Russian Foreign Ministry suggested that NATO specialists provided technical assistance to Kyiv for the strikes. A statement summarized by the TASS news agency said: 'By carrying out the attack in Starobelsk, the Kyiv regime and its backers bear full responsibility for the escalation of hostilities. The Russian Federation has reliable information that Western capitals are supplying the Ukrainian Armed Forces with intelligence and assisting with targeting.'

The statement added: 'There will be no leniency for any of those responsible for the attack on the college in Starobelsk. The Kyiv regime, suffering defeat on the battlefield, is turning a new page in the armed conflict.'

Russia Calls for International Condemnation

Russia described the strike as a 'targeted attack in the spirit of the German Nazis' and called on international bodies to 'give an honest assessment of Kyiv’s crime and to strongly condemn the bloody terrorist attack in Starobilsk.'
