Andy Burnham Could Be PM by July 17 After Starmer Quits

Starmer Announces Resignation Timetable

Sir Keir Starmer has announced he will resign as Labour leader and Prime Minister, setting out a timetable for his departure. Nominations for the Labour leadership will open on July 9 and are expected to be completed by the time Parliament breaks up for the summer recess, likely by July 16.

If Andy Burnham, whose return to Westminster is seen as a key factor in Starmer's exit, is the only candidate, he could become Labour leader by July 17 or 18. Labour's rules require candidates to secure the backing of 81 MPs, representing 20 per cent of the party's parliamentary strength, to get onto the ballot.

Leadership Contest Timeline

If a contested election occurs, the new leader will be in place by September 1, when MPs return to Westminster. Candidates must first secure support from 81 MPs, then receive nominations from either five per cent of constituency Labour parties or three affiliated organisations (including two trade unions) representing five per cent of affiliated membership. Only then do candidates face the party membership.

Labour's ruling national executive committee (NEC) will meet shortly to agree the contest timetable. Andy Burnham is widely believed to already have the necessary MP support to get onto the ballot.

Potential Challengers

Former health secretary Wes Streeting has ruled out standing against Burnham and said he will back the Makerfield MP for the premiership. He had previously claimed he had the 81 names required for a leadership bid.

Former armed forces minister Al Carns, who quit over defence funding and treatment of Northern Ireland veterans, has hinted at a possible run but did not explicitly rule out standing, writing on social media that Labour needed to “get our act together and focus on the work we were elected to do. That’s where my focus is now”.

Starmer's Remaining Duties

Sir Keir remains Prime Minister until the King appoints his successor. He is expected to represent the UK at the Nato summit in Turkey starting July 7, appearing alongside US President Donald Trump despite his diminished authority. His final international act could be the UK-EU summit on July 22, with efforts to repair relations with Brussels forming a key part of his legacy.

Starmer's Future Plans

Speculation about an international role, such as foreign secretary, has been widespread. However, in his resignation speech, Starmer indicated he would focus on family, saying: “When I leave the biggest job in the country, I shall spend more time on the most important job: being the best husband I can to my fantastic wife, Vic, who has been a rock by my side through good times and bad, and being the best dad I can to my beautiful children, who are my pride and my joy.”
