Former Diplomats Demand UK Action Against Israeli Settlement Plans
A coalition of former British ambassadors and high commissioners has issued a powerful call for the United Kingdom to spearhead international efforts to halt Israel's systematic annexation of the West Bank. The group, which includes prominent figures such as former consul-general in Jerusalem Vincent Fean and former ambassador to the UN David Hannay, has written to Prime Minister Keir Starmer urging immediate diplomatic and economic measures.
The E1 Settlement Project and International Condemnation
The letter specifically highlights the imminent threat posed by Israel's E1 settlement project near Nablus, which German Chancellor Friedrich Merz recently condemned as an "annexation move." This controversial development is strategically designed to divide the West Bank in two, effectively destroying any viable pathway to Palestinian statehood. While global attention has been diverted by conflicts involving Iran and Lebanon, Israel has proceeded with plans to issue tenders on June 1st for the construction of 3,400 housing units on Palestinian territory at E1.
The former diplomats note that rhetorical condemnation from Britain, Germany, France, and Italy has failed to deter the Israeli government, which has grown accustomed over decades to facing criticism without tangible consequences. This pattern has allowed illegal settlements to continue expanding, deliberately undermining the two-state solution that has been official policy for successive British governments and European partners.
Britain's Unique Position and Responsibilities
The signatories argue that Britain is uniquely positioned to lead international action, both due to its historic responsibilities in the region and its recent recognition of Palestine as a state alongside France, Canada, and Australia. They emphasize that Prime Minister Starmer agrees with the International Court of Justice's assessment that Israel's occupation since 1967 of Gaza, East Jerusalem, and the West Bank is unlawful.
The letter proposes three concrete actions the UK government should take:
- Issue warnings that any company bidding for contracts to design, build, or finance the E1 settlement would endanger its business interests in the United Kingdom
- Implement a comprehensive ban on UK trade in goods, services, and investment with all Israeli settlements
- Suspend trade concessions with Israel for breaching human rights provisions in the UK-Israel Trade and Partnership Agreement
A Call for European Cooperation and Lasting Peace
The former diplomats welcome Starmer's stated intent to reinforce European ties and urge him to make common cause with partners willing to act in advancing equal rights and mutual security between Israel and Palestine. They stress that without meaningful consequences for illegal actions, further violence becomes inevitable and the prospects for peaceful resolution diminish.
The signatories represent decades of diplomatic experience across the Middle East and globally, including former ambassadors to the United Nations, United States, Iran, Iraq, Jordan, Lebanon, and numerous other key nations. Their collective voice adds significant weight to calls for Britain to translate its diplomatic positions into substantive policy actions that could alter the trajectory of conflict in the region.
