CIA Publishes Recruitment Video Targeting Disaffected Chinese Soldiers

America's Central Intelligence Agency has released a Mandarin-language recruitment video directed at Chinese military personnel, in a clear attempt to exploit recent instability within the People's Liberation Army. The video, titled The Reason for Stepping Forward: To Save the Future, was published on the CIA's official YouTube channel on Thursday.

Fictional Officer's Disillusionment

The advertisement depicts a fictional Chinese military officer who contacts the CIA after becoming disillusioned with his leadership. A voiceover states, "This is the world I know, defending the homeland and protecting the people. But day after day, the truth becomes increasingly obvious: what leaders are really protecting is their own self-interest." Later, the officer adds, "I could not let their madness be a part of my daughter's future."

This video marks the fifth Mandarin-language recruitment advert published by the CIA since October 2024. CIA Director John Ratcliffe informed Reuters that these videos have reached numerous Chinese citizens, despite YouTube being blocked in China. Internet users typically access blocked websites using specialised software to circumvent the country's strict internet controls.

Background of PLA Instability

The PLA is currently experiencing significant turmoil after Chinese leader Xi Jinping, who also serves as commander-in-chief of the armed forces, placed his highest-ranking general under investigation for suspected corruption last month. The purging of Zhang Youxia, once considered Xi's closest military ally, sent shockwaves through Western intelligence agencies. Another member of the PLA's ruling body, the Central Military Commission, Liu Zhenli, was also placed under investigation.

Several other officers and senior defence officials have been removed in recent years for suspected corruption or disloyalty to Xi, including former defence minister Li Shvangfu. On Tuesday, Xi made rare comments acknowledging the turmoil, stating the army had "undergone revolutionary tempering in the fight against corruption" and that the PLA rank and file had remained loyal to the Chinese Communist Party.

Historical Context and Response

According to reports, the Chinese government effectively dismantled much of the CIA's spying network in China between 2010 and 2012, resulting in the death or imprisonment of more than a dozen sources. The New York Times reported that one source was executed in front of colleagues outside a government building as a warning to others potentially working for the CIA.

In response to the recruitment video, China's foreign ministry spokesperson Lin Jian stated, "China will take all necessary measures to resolutely combat the infiltration and sabotage activities of anti-China forces abroad. We are determined to safeguard our national sovereignty, security, and development interests; the schemes of anti-China forces will not succeed."

Last year, an AI-generated English-language spoof of similar recruitment videos appeared on Chinese social media, using the same format to mock life in the US where "Wall Street elites manipulate finance."
