The Ministry of Defence's (MOD) critical modernisation efforts are being dangerously hamstrung by a culture of endless online meetings and suffocating bureaucracy, a former head of the British Army has starkly warned.
General Lord Richard Dannatt, who served as Chief of the General Staff from 2006 to 2009, issued a blistering critique, stating that the urgent reforms needed to prepare the UK's armed forces for future threats are being "delayed by default" due to inefficient internal processes.
The Remote Working Paradox
Lord Dannatt highlighted the profound irony that the shift to remote working, intended to boost efficiency in a post-pandemic world, is having the opposite effect within the corridors of power in Whitehall. He pinpointed the over-reliance on virtual meetings as a significant roadblock.
"It is much more difficult to make a decision on a Zoom call," he asserted, emphasising that the nuanced and complex discussions vital for defence strategy are lost without the dynamic of in-person, collaborative decision-making.
A Bureaucratic Quagmire
Beyond the screen, the former military chief trained his fire on the MOD's infamous bureaucratic machinery. He described a system where paperwork and process often take precedence over progress and outcomes.
This internal inertia creates a critical lag, slowing down everything from procurement of new equipment and technology to the implementation of new strategic doctrines, ultimately leaving the nation's defences playing catch-up.
