A transformative patient safety initiative, known as 'Martha's Rule', is being rolled out across the NHS in England this April, marking a watershed moment for healthcare accountability. The policy change comes directly from the tragic and avoidable death of 13-year-old Martha Mills in 2021.

Martha died after developing sepsis under the care of King's College Hospital NHS Foundation Trust in London. Her parents, Merope Mills and Paul Laity, persistently raised concerns about her deteriorating condition, but these were not acted upon swiftly enough. An inquest later concluded her death was preventable.

What is Martha's Rule?

The cornerstone of the new rule is a formalised right for patients and their families to request an urgent second clinical opinion from a separate team within the same hospital if their concerns are not being addressed. This rapid review system is designed to prevent clinical errors from being missed.

The initial phase will see the scheme implemented in at least 100 NHS hospitals across England, with a government commitment to expand it nationwide in the future.

A Legacy For Change

Martha's mother, Merope Mills, a senior editor at the Guardian, has campaigned tirelessly for the reform. She believes that if such a rule had existed, her daughter would still be alive today. The rule is a powerful testament to Martha's legacy, aiming to ensure no other family endures a similar loss.

Health Secretary Victoria Atkins endorsed the initiative, stating it will "empower patients and their families to seek a review of their care" and help the NHS "to continually improve and create a culture of learning and transparency."
