Hallventure Pension Fund has received approval from Cardiff Council to open a two-storey restaurant at 61 Wellfield Road in Roath, a busy street already known for its many food and drink outlets. The decision comes despite objections from some neighbours who fear the street is losing its retail character.
Objections Raised
The applicant stated that the property had been on the market for a long time with no interest in revitalising it as a retail space, which was its most recent use. However, several neighbours lodged formal objections to the development.
One objector, a landlord of a nearby flat, said: “The proposed two-floor restaurant will significantly increase noise levels late into the evening. This will directly impact the quiet enjoyment of my property by my tenant and reduce quality of life.” Another resident living behind the property raised concerns about parking, noise, and litter, noting that the side lane is used primarily by pedestrians and cyclists and has no pavement.
Retail Character Concerns
Other residents argued that more restaurants would dilute the street's retail character. One neighbour said: “The continued change of use from shops to restaurants and takeaways undermines the retail character of the area and risks creating an over-concentration of food and drink establishments.” Another added that approval would “further dilute the range of shopping provision and harm the character of the area further.”
Council Approval
Despite these objections, a council planner said the sandwich and coffee bar use is compatible with the established area. They stated that bringing the vacant unit back into use would support pedestrian activity and the “overall attractiveness” of the area.
Regarding noise, the council report said: “Given the nature of the goods being sold, the proposed opening hours of 7.30am to 7.30pm, and the absence of late-night trading, it is not considered that the ancillary takeaway element would give rise to unacceptable levels of noise, disturbance or anti-social behaviour.”
