Jack Shepherd charged with attacking new girlfriend after release

Speedboat killer Jack Shepherd has been charged by police with attacking a new girlfriend, according to newly published parole board documents. The 38-year-old faces two counts of actual bodily harm (ABH), criminal damage, intentional suffocation, and controlling and coercive behaviour towards a woman in her 50s, referred to in documents only as Ms X.

Parole Board Details Charges

A parole board document made public today states: "Mr Shepherd has recently been charged with offences of violence towards Ms X." Shepherd was previously convicted of the manslaughter of Charlotte Brown, 24, who died in a speedboat crash on the River Thames in December 2015 after he took her on a first date. He later went on the run in Georgia while facing jail.

Shepherd served a ten-year sentence for manslaughter and assaulting a barman in Devon while on bail. He was released on license in January 2024 but recalled to jail in September 2024 for breaching his license, just eight months after release. Details of the recall have now been made public.

Relationship with Ms X

His Honour Nicholas Coleman, Chair of the Parole Board for England and Wales, wrote a report ruling that Shepherd's future parole hearing should be held in public. The report reveals that after release, Shepherd changed his name by deed poll and lived at Approved Premises before moving into a room in a building in the same area in March 2024.

It was there he met Ms X, a woman in her fifties living in another room. In August 2024, they began an intimate relationship. Following Clare's Law, police informed Ms X of Shepherd's history, but the relationship continued. The police report states that towards the end of 2024, the relationship became violent and coercive on Shepherd's part. Ms X eventually complained to the police, leading to Shepherd's arrest on 5 August 2025 for controlling, coercive, and violent behaviour. Several incidents of violence in February, June, and July 2025 are detailed in Ms X's statement.

Recall and Parole Hearing

Shepherd denied the allegations in a prepared statement and was released on bail. However, on 13 September 2025, his license was revoked, and he was recalled to custody for writing to Ms X in breach of bail conditions and missing his 11pm curfew. He remains detained.

Shepherd's upcoming parole hearing will be held in public at a face-to-face hearing on a date to be announced. Ms X may give evidence. The report notes: "The Panel may decide that the investigation of unproven allegations may not be held in the public part of the hearing. If it is then all steps can be taken to ensure that Ms X is not identified."

Background and Previous Relationship

Shepherd skipped bail in 2018 shortly before his trial for Charlotte Brown's death and fled to Georgia, where he began a romance with Georgian TV reporter Maiko Tchanturidze. He lived there for four months working as a freelance web designer before confessing and handing himself in. Maiko stood by him after incarceration, but the Mirror revealed in March 2023 that they were no longer together.
