Five Rules Shaping Manchester United's Summer Transfer Window

Manchester United are preparing for their busiest summer transfer window in years, driven by their return to the Champions League and the need to strengthen a squad that was deliberately kept small last season. Without European income, the club had to operate frugally, but with at least eight extra matches on the calendar, reinforcements are now essential.

Despite being one of the world's richest clubs, United must navigate several financial and regulatory constraints. Brexit continues to impact transfers, as players from Europe now require a Governing Body Endorsement (GBE) based on a points system. The club is also limited to signing six overseas under-21 players per season and cannot sign overseas players until they turn 18.

Home-grown player rules apply in both the Premier League and UEFA competitions. In the Premier League, squads can contain no more than 17 non-home-grown players. For the Champions League, United must submit a List A of up to 25 players, with eight places reserved for locally trained players – four of whom must be club-trained.

Financial regulations are also changing. The Premier League has replaced Profit and Sustainability Rules (PSR) with the Squad Cost Ratio (SCR) model, limiting on-pitch spending to 85 per cent of football-related revenue and net profit from player sales. This covers wages, agents' fees, and transfer fee amortisation.

These rules will significantly influence United's ability to sign and register new players this summer, as the club seeks to balance squad depth with compliance.
