The Democratic Unionist Party (DUP) has released details of a "focused, independent review" aimed at uncovering what was known within the party about the conduct of former leader Jeffrey Donaldson, who was convicted last month of 18 sex offences, including one count of rape.
Review Leadership and Scope
The review will be led by Jim Gamble, a former Royal Ulster Constabulary officer and former head of the Child Exploitation and Online Protection Command (CEOP) Centre. The DUP stated it is "clear beyond doubt" that Donaldson "abused various positions of power over many years from 1985 onwards and covered up his vile and manipulative behaviour."
Current DUP leader Gavin Robinson had previously announced the review would be established. The party commissioned the iNEQE Safeguarding Group to conduct the independent review, which will be carried out by a "specialist multi-disciplinary team" led by Gamble, entirely independent of the party.
Background of the Case
Donaldson, former DUP leader and MP, was convicted at Newry Crown Court of 18 sex offences, including one count of rape, relating to the abuse of two women when they were children. Subsequent media reports, including a BBC Spotlight investigation, have raised questions about how much was known within the DUP about Donaldson's wider conduct prior to his 2024 arrest. The reports indicated that some senior DUP figures were aware of another woman who had raised concerns about Donaldson's behaviour, though she was not involved in the recent court case. Questions have also emerged about whether there was awareness of Donaldson's alleged private behaviour that, while legal, conflicted with his public positions.
Terms of Reference
The review's terms of reference include: conducting an independent review to establish what (if any) information was known within the DUP concerning allegations of inappropriate conduct relating to safeguarding by Donaldson, including who knew, when, and from whom they learned it; providing an independent and confidential facility for party members to come forward with related information or concerns; and examining and reviewing the DUP's safeguarding processes and reporting mechanisms, with recommendations to ensure good practice for all members and staff.
Party Statement
A DUP statement said: "The DUP acted immediately when Jeffrey Donaldson was first charged. We believe in the rule of law and that justice must be obtained through our courts. We stand with the victims of his abuse and we salute their bravery and courage for speaking out." The statement added: "While the DUP never received any report or complaint regarding improper behaviour or criminal behaviour, it is now clear, beyond doubt, that Jeffrey Donaldson abused various positions of power over many years from 1985 onwards and covered up his vile and manipulative behaviour." The party also noted that the work of the review has commenced and it will not provide a running commentary while it is ongoing, respecting its independent nature.
