Dr Dafydd Trystan Davies has been a prominent figure in Welsh public life for three decades. A former chief executive of Plaid Cymru, former party chair, and university lecturer, he finally secured elected office in 2026 as Senedd member for Caerdydd Ffynnon Taf after three parliamentary and three Senedd attempts. On election night, he was the first to take his oath, carrying his bike up the stairs of the Senedd. Days later, First Minister Rhun ap Iorwerth appointed him minister for government effectiveness and the constitution.
Ministerial Role and 100-Day Plan
Davies describes his role as about getting things done, focusing on constitutional progress and delivering Plaid Cymru's 100-day targets. He holds weekly reviews of the list, identifying areas needing attention. He emphasizes following through on commitments, noting that past Welsh governments have sometimes chased headlines without proper execution. The 100-day deadline is August 26, 2026.
Davies acknowledges the challenge of meeting ambitious targets but remains confident in laying foundational blocks. He stresses that long-term goals, such as improving waiting times, child poverty, childcare, the economy, and schools, must be delivered by 2030.
Chamber Conduct and Public Transport
Davies advocates for a consensual, fact-based approach in the Senedd, criticizing those who ignore facts. He has pledged to use public transport for constituency journeys where possible, though he flew to Belfast for a ministerial meeting, which he noted with humor. He continues to use his bike and public transport when feasible.
Constitutional Reform and UK Government Relations
Davies is leading a commission to engage the public on Wales's constitutional future, with a report expected shortly. Discussions with the UK Government have begun on justice powers, policing, devolution of rail, fair funding, and the fiscal framework. He represented Wales on the counter-terrorism ministerial board. He expects clarity on policing devolution to wait until after the next UK Prime Minister is known, likely Andy Burnham, whom he hopes will engage positively.
Davies aims to reach what he calls the 'settled will' of the Welsh people on constitutional issues, citing the Crown Estate as an example where consensus has been achieved.
