Foreign Office Issues Urgent Kidnapping Warning for Six Countries

As Britons begin planning their summer holidays, the Foreign, Commonwealth and Development Office (FCDO) has issued a stark warning about a rising threat in several popular tourist destinations. Security experts are urging travellers to exercise extreme caution due to a significant increase in 'express kidnappings', where victims are forcibly taken to cash machines and coerced into withdrawing money.

Growing Menace in Tourist Hotspots

Craig Morgan, a specialist from insurance broker SJL, highlighted the severity of the situation. "Express kidnapping is a fast-growing threat in destinations that Britons visit in their millions each year," he warned. "The majority of incidents go unreported because victims are released within hours, which means the true scale is almost certainly higher than official figures suggest."

The FCDO specifically cautions that express kidnapping is becoming an "increasing" menace in South Africa and is actively occurring in tourist areas of Mexico, including states with popular resorts. This type of crime typically targets individuals perceived as wealthy, with tourists often seen as legitimate targets.

The Six High-Risk Destinations

The Foreign Office has identified six countries where British travellers face heightened kidnapping risks:

  • Mexico - Risk of express kidnapping in urban and high-risk areas, though tourists are not usually specifically targeted.
  • South Africa - Nationwide increasing risk, with express kidnappings common after dark; tourists are perceived as legitimate targets.
  • Philippines - All travel advised against for western and central Mindanao and the Sulu archipelago due to kidnapping threats.
  • Kenya - High threat of terrorist kidnapping, especially in northern counties bordering Somalia.
  • Nigeria - High and increasing threat in Borno, Yobe, Adamawa, Gombe, Katsina, and Zamfara states.
  • Burkina Faso - FCDO advises against all travel due to high risk of terrorist attacks and kidnapping.

Essential Safety Precautions for Travellers

If you're considering travel to any of these countries, experts recommend taking several precautions to minimise risk:

  1. Avoid hailing taxis from the street; use only hotel-arranged or licensed pick-ups.
  2. Withdraw cash only from ATMs inside shopping centres or banks during daylight hours.
  3. Refrain from wearing flashy attire or jewellery and avoid displaying expensive mobile devices in public.
  4. Ensure someone back home has your complete itinerary and accommodation details before departure.

Craig Morgan emphasised that "awareness is half the battle", noting that most tourists don't consider these risks before travelling. He added that for higher-risk areas, specialist kidnap and ransom insurance—separate from standard travel insurance—might be worth considering to guarantee access to crisis response services if needed.
