Russian President Vladimir Putin has unleashed a devastating new wave of attacks on Ukraine's capital, targeting critical energy infrastructure with hypersonic missiles and drones as diplomatic efforts to end the nearly four-year full-scale invasion entered a crucial phase in the United Arab Emirates.
