Tragic Death of 10-Week-Old Baby Exposed to Multiple Drugs
A ten-week-old baby girl, Phoebe-Rose Douglas, tragically died after suffering a cardiac arrest, with subsequent tests revealing she had been exposed to cocaine, heroin, and cannabis. Her parents, Rachel Bourne and John Douglas, have both admitted to charges of child cruelty in relation to this heartbreaking case.
Hospital Staff Raise Alarms Over Baby's Condition
Nurses at the Royal Stoke University Hospital expressed serious concerns about Phoebe-Rose's "unkempt and smelly" state upon her arrival. Medical professionals noted that the infant had dirt beneath her fingernails and in the creases of her armpits and neck, indicating a lack of proper care.
Paediatrician Dr. Deborah Stalker provided testimony during the inquest, stating, "She was unkempt and she was unclean. She was smelly and she had dirty fingernails and feet and creases under arms and neck."
Timeline of Events Leading to the Tragedy
On the morning of October 25, 2019, paramedics were called to an address on Meaford Drive in Blurton following reports that the ten-week-old was in cardiac arrest. Phoebe-Rose was immediately transferred to the paediatric intensive care unit at Royal Stoke University Hospital.
Despite resuscitation efforts, scans revealed she had sustained severe brain damage due to oxygen deprivation. The difficult decision was made to withdraw life support on October 29, 2019, just four days after her admission.
Drug Exposure and Parental History
A urine sample taken on October 29 confirmed the presence of cocaine in Phoebe-Rose's system. Further testing of hair samples provided even more disturbing results, showing exposure to cocaine, heroin, and cannabis.
The inquest heard that both parents were known drug users. Several referrals had been made to social services prior to Phoebe-Rose's birth, including one in July 2019 concerning their living conditions. The family was subsequently evicted from their property, where drug paraphernalia was later discovered.
Missed Medical Appointments and Concerning Background
Phoebe-Rose had missed her first round of routine immunisations and a standard developmental check with a general practitioner, which typically occurs between six to eight weeks of age. These missed appointments represented critical opportunities for intervention that might have prevented the tragedy.
Dr. Roger Malcolmson, a consultant paediatric and perinatal pathologist involved in post-mortem examinations, described Phoebe-Rose as "relatively small" during his testimony. He noted, "There was no evidence of external injuries of any significance that would suggest a pattern of physical abuse. Her brain was swollen, which correlates with injury to brain cells and hypoxia."
Legal Consequences and Ongoing Inquest
Both parents faced legal consequences for their actions. Rachel Bourne received a 31-month prison sentence, while John Douglas was given a 10-month custodial sentence, suspended for two years, after admitting to child cruelty at Stoke-on-Trent Crown Court in 2024.
The inquest into Phoebe-Rose's death continues at Swann House in Stoke, seeking to establish the full circumstances surrounding this preventable tragedy and examining whether more could have been done to protect the vulnerable infant.
