What Constitutes a Change?

The definition of what counts as a modification has been expanded under the new regulations. From spring 2026, the following actions will each consume one of the two permitted changes:

  • Altering the test date or time
  • Changing the test centre location
  • Swapping appointments with another learner driver who already has a test booked

For those who exhaust their two permitted changes, the only remaining option will be to cancel the test entirely and book a new appointment. The DVSA has confirmed that full refunds will be available if cancellation occurs at least ten full working days before the scheduled test date.
