North East Lincolnshire Council is set to introduce new double yellow lines at more than a dozen junctions in Grimsby and Cleethorpes, effectively banning parking on those streets. The measure aims to clear the way for bin lorries during new weekly food waste collections scheduled to begin in spring 2027.
Selfish Parking Disrupts Waste Services
According to the council, vehicles parked or obstructing the roads have been causing chaos, preventing bin lorries from passing and leaving bins stranded on the streets. Anthony Snell, the council's traffic and transport manager, reportedly told a meeting: “There are often vehicles parked or simply obstructing. It occasionally leads to bins being left or rounds being disrupted.”
New Traffic Regulation Order Coming
The new double yellow lines will be implemented under a Traffic Regulation Order (TRO), which must first undergo a public consultation to gather residents' views before taking effect. The council has secured £1.2 million in funding to support the rollout of the food waste collection scheme.
As part of the changes, residents will receive caddies to collect food waste in an additional container. The council previously ran a pilot scheme involving 4,500 households in April 2021, and officials say the new system will improve recycling rates and environmental sustainability.

Henry Hudson, portfolio holder for Environment and Net Zero, said: “The council’s priority is for residents to have access to an effective service that is easy to use and delivered right first time. Everyone has a part to play in making sure that we limit the waste we produce and reuse and recycle where we can.” He added: “Under our green ambition, we want everyone in North East Lincolnshire to benefit from a green economy and high-quality environment, and we’re committed to cutting our organisation’s carbon emissions.”
