Metrolink Expansion Plans for Salford, Wigan, Bolton

Transport for Greater Manchester (TfGM) is investing more than £1.5 million to explore a major expansion of the Metrolink tram network, with potential routes to Salford Crescent, Salford Quays, Wigan, and Bolton. The funding was approved at a Bee Network Committee meeting on June 25, drawn from the government's City Region Sustainable Transport Settlement.

Expansion Details and Funding

The proposed study will examine a Metrolink extension from Manchester city centre to Salford Crescent, a possible link to Salford Quays, and onward connections to Wigan and Bolton, including consideration of tram-train technology. According to a report presented to the committee, the work will include modelling, appraisal, initial design, and development of cost and carbon estimates.

The £1.5m allocation is part of a broader government scheme aimed at improving sustainable transport in city regions. No final decisions have been made on routes, technology, or delivery timelines, TfGM confirmed.

Strategic Importance for Salford

Salford Crescent is undergoing a £2.5 billion regeneration masterplan, with 3,000 new homes planned alongside business and research spaces. The area already hosts Salford University's main campus and a train station. Salford's deputy mayor, Councillor Mike McCusker, said: “The proposal to develop a business case for expanding Metrolink into Salford Crescent and towards Salford Quays is a very welcome and positive step... It makes clear strategic sense to explore how the transport network can better serve these areas.”

MediaCity, in Salford Quays, is also set for expansion, with plans to double its size in the coming years, adding thousands of new residents. Commuters have long complained about overcrowded trams during peak hours, highlighting the need for improved capacity.

Long-Term Vision for Wigan and Bolton

The study will also consider longer-term options for extending Metrolink services beyond Salford into Wigan and Bolton. TfGM emphasised that the work remains at an early stage, with a Strategic Outline Case to be developed to assess value for money, growth support, connectivity improvements, and integration with the wider Bee Network.

A TfGM spokesperson said: “Subject to funding being agreed by the Bee Network Committee, TfGM will develop a Strategic Outline Case which will look at potential rapid transit improvements in this corridor... No decisions have been made on routes, technology or delivery at this stage.”

Community and Environmental Benefits

McCusker highlighted the broader benefits of better public transport: “Better public transport links help connect residents to jobs, reduce congestion, support cleaner air, and make our neighbourhoods more attractive places to live and invest.” The expansion aligns with Greater Manchester's goals to enhance sustainable mobility and support economic growth across the region.
