Major Expansion of Disabled Persons Railcard Eligibility Takes Effect

A significant expansion of the Disabled Persons Railcard scheme has come into force today, broadening eligibility to include thousands more individuals across the United Kingdom. This change means that Blue Badge holders, among other groups, can now access substantial discounts on rail travel, providing financial relief and enhanced mobility options.

New Eligibility Criteria and Financial Benefits

The Disabled Persons Railcard offers cardholders a generous one-third discount on rail tickets, with the average user saving approximately £126 per year. The card is available for £20 for a one-year term or £54 for three years, making it a cost-effective investment for regular travellers. Additionally, the discount extends to one accompanying person aged 16 or older, facilitating easier travel with companions.

From today, eligibility has been expanded to include individuals who:

  • Possess a Blue Badge.
  • Receive a Disabled Persons Bus Pass in England, Scotland, or Wales.
  • Hold a London Disabled Persons Freedom Pass.
  • Are medically unable to drive.
  • Receive Armed Forces Compensation Scheme (AFCS) benefits.
  • Qualify for Industrial Injuries Benefit with a 20% or higher degree of disablement.
  • Are without speech.

Continuation of Existing Eligibility Rules

It is important to note that the previous eligibility criteria remain in effect. This ensures that individuals who already qualified under the old rules continue to be entitled to the railcard. These include recipients of:

  • Personal Independence Payments or Adult Disability Payment.
  • Disability Living Allowance or Child Disability Payment at specified rates for mobility or care components.
  • Those registered as visually impaired, deaf, or hearing aid users.
  • Individuals with epilepsy who experience repeated attacks or are prohibited from driving.
  • Recipients of Attendance Allowance, Severe Disablement Allowance, or Pension Age Disability Payment.
  • Those receiving war pensioner's mobility supplement or war/service disablement pension for 80% or more disability.
  • Participants in the Motability scheme for vehicle purchase or lease.

Future Expansions and Industry Commitment

This expansion was initially announced in November 2025 and represents the first phase of a broader initiative. A further extension is scheduled for September 2026, which will include additional conditions such as long-term or degenerative medical conditions and forms of neurodiversity that significantly impact travel ability by train. Full details regarding evidence requirements and application guidance for this next phase will be published ahead of the September implementation.

Working closely with government, the industry is committed to building a railway that reflects the needs of the communities we serve today and, in the future, ensuring our network is inclusive, welcoming and supportive for every passenger.”

Rail Minister Lord Hendy added: “This expansion of the Disabled Persons Railcard marks an important milestone on our journey to a more inclusive railway, making everyday journeys more affordable for thousands more people. Whether it’s commuting to work, accessing education, or visiting loved ones, everyone should be able to travel with confidence. We are putting accessibility at the heart of our railways through the Accessible Railways Roadmap, which lays the foundations for a longer-term transformation under Great British Railways.”
