The proposed £1.2 billion Kings development on Liverpool's waterfront represents a "decisive moment" for the city, according to Professor Michael Parkinson, a leading urban regeneration expert and honorary professor at the University of Liverpool. He shared his insights with the ECHO regarding the transformative project planned for the edge of the city centre.

Project Details and Scale

The eight-acre Kings development will occupy land near Gibraltar Row, featuring 10 buildings including a 70-storey tower that would become Liverpool's tallest structure. The plans, a collaboration between Beetham and the TJ Morris Group (operators of Home Bargains), encompass 2,750 homes, 400 hotel rooms, 150,000 sq ft of office space, and 160,000 sq ft for retail and leisure. The 70-floor tower will include a hotel, and permission has already been granted for the first building, a 28-storey structure.

Expert Opinion on Significance

Professor Parkinson, who has chronicled Liverpool's regeneration over decades, compared the project's potential impact to that of Liverpool One. He stated: "It ranks very high. I think it is very, very important." He emphasized the strategic location: "I said in my book that the city centre is basically full, the only place you can go and the only place you need to go is north. If Martians landed on Everton Park and said where shall we invest in Liverpool, the answer would be here."

Connecting the Waterfront

Parkinson highlighted how Kings would complement other developments: "Just as Bramley-Moore and Everton's stadium bookends the far north end of the docks, King Edward would bookend the other end, next to the Pier Head and it connects it all." He also praised the local involvement of Home Bargains founder Tom Morris: "Tom Morris is a rich man, he's doing the right thing and he's from here. So often we have been dependent on external investors."

Quality and Timing

The expert stressed the importance of quality: "I think it is very important that the development is quality development. As I understand it they are going to shape the neighbourhood around it and the amenities." He added: "I think if they pull it off and I am sure it will happen, it will be a decisive moment for Liverpool. We have always said that the city would grow backwards from the new stadium, but that won't be quick - so it is important that while we are waiting for that to happen, there is another big development emerging which shows that we are not all hot air up in Liverpool."
